2024-2029 Trail Construction Plan:
RECOMMENDATION:
Staff requests approval of the 2024-2029 trail construction plan.
BACKGROUND:
On January 10th, 2024 the Active Transportation Advisory Committee (ATAC) unanimously
supported the 2024-2029 trail construction plan and forwarded a recommendation of approval to
the Transportation Committee. The plan was reviewed by committee members and public
during the monthly ATAC meetings in November and December of 2023 and their
recommendations have been incorporated into this version of the project list.
DISCUSSION:
Each year the 5-year trail construction is reviewed and updated by the ATAC and forwarded to
the Transportation Committee for approval. This trail construction plan guides the design and
construction of trails by the in-house trail construction crew and private contractors. The
projects are scored through a prioritization matrix based many factors including closing gaps in
the trail network, proximity to schools, population density, equity needs and funding
opportunities.

RECOMMENDATION:
Staff recommends approval of a resolution expressing the willingness to apply for federal-aid
funds and allow staff to submit applications for 80% federal 20% local matching grants through
the Federal Highway Administration, the Arkansas Department of Transportation and the
Northwest Arkansas Regional Planning Commission. Grant projects include the Rupple Road
Lighting, Drake Street Trail Connection, Millsap Rd. & College Ave Intersection, Stephen Carr
Memorial Drive/I-49 Interchange, and MLK Walkability Improvements.
BACKGROUND:
The passage of the Bipartisan Infrastructure Bill is providing more opportunities for Federal
funding assistance. Grant programs administered regionally through the Northwest Arkansas
Regional Planning Commission include the Carbon Reduction Program (CRP), the Surface
Transportation Block Grant-Attributable (STBGP-A) Program, and the Transportation
Alternatives Program (TAP). In total, these programs will provide over $15 million in funding for
the Northwest Arkansas Region. Additionally, the State Department of Transportation offers a
statewide grant opportunity through their Transportation Alternatives Program.
DISCUSSION:

BUDGET/STAFF IMPACT:
If the grants are approved, the City of Fayetteville will be responsible for 20% of the total project
cost while Federal funding will provide 80%. Matching funding has been budgeted through
various accounts in anticipation of award of grant funding.
