Meeting Minutes
1. Call to Order and Roll Call (6:00) Bob Stafford called the meeting to order and
conducted a roll call. Chloe Bell, Jessica DeBari, Lara Hightower, Abby Hill, Lakeisha
Edwards, Mary Sue Price , and Emily Miller were present.
2. Approval of Meeting Agenda (6:02)
a. An amendment to add a brief statement by Bob Stafford was proposed,
seconded, and approved.
b. The agenda was subsequently approved.
3. Approval of the September 20 and October 18 Minutes. The minutes were reviewed and
unanimously approved.
4. Statement by Bob Stafford: he wanted to acknowledge the results of the special election
and ow excited he is to serve the city in this new capacity. He acknowledges this will
end his tenure as a citizen on Arts Council but hopes to serve as a council member
representative.
5. Proposal Reviews/Discussion:
a. Upper Ramble Update
Joanna Bell updated on the Upper Ramble project, including a sale for a
proposed hotel and the integration of art in the park and hotel.
b. Community Art Wall—Art Review, Olivia Trimble, Sleet City Creative
Olivia Trimble discussed the Community Art Wall project, detailing the event and
mural painting process.

Arts and Culture Plan Update —Joanna Bell (6:10)
The Arts and Culture Plan update was shared, highlighting a partnership with
Stilwell Consulting for strategic planning in the arts.
6. Work Plan Report—Joanna Bell (6:20)
a. Wilson Park Hub Update Joanna Bell reported on the Wilson Park Hub and the
ongoing installation of T Smith's work. The ribbon cutting will be in the new year.
b. Holiday Projection Activation- Bell announced that there will be a quick call for
digital art suitable for holiday season projection. The council agreed that a
special meeting would be necessary to review those submissions.
c. 2024 Work Plan Update The 2024 Work Plan Update was deferred to the next
meeting pending City Council's approval.
7. Notes from the Field/Opportunities/Current Calls for Artists (6:45)
a. The NEA launched a new grant program for nonprofits serving underrepresented
communities.
b. There was further discussion of various arts-related activities and installations in
the city.
8. Other Business and Public Comment (7:00)
a. Introduction of Sarah Downing from Parks Advisory Board.
b. Discussion of potential projects and collaborations with Parks
c. Community involvement and activities were highlighted.
