Matching funds in the amount of $11,989.80 are budgeted within the Police Ballistic Protection (#13011-1) project of the Capital Improvement Program. BACKGROUND: The BVP, created by the BVP Grant Act of 1998, is a unique U.S. Department of Justice initiative designed to provide a critical resource to state and local law enforcement. Since 1998, the Fayetteville Police Department has obtained grant funding in excess of $225,000 for the purchase of body armor vests through this partnership. The BVP program provides an important component to the continuing health and welfare of our police officers. All state-of-the-art body armor is custom-made to the wearer's exact specifications with a five- year guaranteed life. This ensures all officers have level IIIA vest protection, which is the best defense available for our personnel. DISCUSSION: The anticipated cost to replace 30 body armor vests is approximately $30,834.30. This grant funding by BVP will provide 50% reimbursement for a maximum of $399.66 per vest (or $11,989.80 for 30 vests) of the City's expense for the replacement of each body armor vest, which is currently priced at $1,027.81, including tax. The Police Department has planned for this grant matching requirement through the attached 2021-2025 Capital Improvements Plan (CIP) budget process. The City must match the grant allotment of $11,989.80 plus any overage. BUDGET/STAFF IMPACT: The City's total expenses is $18,844.50, which consists of the award match in the amount of $11,989.80 plus the additional expense of $6,854.70. Matching funds in the amount of $11,989.80 are budgeted within the Police Ballistic Protection (#1301101) project of the Capital Improvements Plan. As a reminder, body armor vests purchased with BVP funds must have been tested through the National Institute of Justice (NIJ) Compliance Testing Program and found to comply with the most current NIJ body armor standards, appear on the NIJ Compliant Products List as of the date the body armor was ordered, be uniquely fitted, and be made in the United States_ In addition, applicants must have a written mandatory wear policy fol uniformed patrol officers in place at the time of application_ In addition, the federal portion of the costs for body armor crests purchased under the BVF Program may not exceed 510 percent. However, jurisdictions may request a financial or natural disaster hardship waiver during the payment request process and receive up to 100 percent of the cost of each body armor vest submitted for reimbursement.
