A RESOLUTION AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE A CONTRACT WITH JOHNSON
CONTROLS OF LITTLE ROCK TO PROVIDE ANNUAL
ROUTINE MAINTENANCE OF ALL HEATING, VENTILAT-
ING AND AIR-CONDITIONING EQUIPMENT AND SYSTEMS
IN THE MAIN TERMINAL BUILDING AT THE AIRPORT.
BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
That the Mayor and City Clerk are hereby authorized and
directed to execute a contract with Johnson Controls of Little
Rock to provide annual routine maintenance of all heating,
ventilating and air-conditioning equipment and systems in the main
terminal building at the Fayetteville Municipal Airport. A copy
of said contract authorized for execution hereby is attached
hereto marked Exhibit "A" and made a part hereof.

ANNUAL MAINTENANCE AGREEMENT

herein after called the Contractor .
City and Contractor, in consideration of the mutual covenants
hereinafter set forth, agree as follows :
Article 1. GENERAL DESCRIPTION OF WORK.
1 . 1 Contractor shall complete all work 'as specified or indi-
cated herein. The work is generally described as
follows :
Regular routine maintenance of all heating , ventilating ,
and air conditioning equipment and systems at the main
terminal building at the Fayetteville Airport .
1 . 2 Contractor shall service the systems described herein two
(2 ) times per each calendar year ; one service shall be at
the beainnina of the heating season , and the other at the
beginning of the cooling season.
Article 2. CONTRACT TIME .
2 . 1 Contract time shall begin on the date of this Agreement ,
and the duration shall be for one year ( 1 year) from that
agreement date .
Article 3. CONTRACT PRICE .
3 . 1 The City shall pay Contractor for performance of the work
in accordance with the descriptions herein a total �annua

Article 4 . ADDITIONAL WORK.
4 . 1 Contractor shall , when so directed by the City, provide
additional service and/or repair work which is not other-
wise included in this contract at a rate of

4. 2 Any parts and/or equipment which are required to perform
the work described in paragraph 4 . 1 above, shall be
provided by the contractor at a total cost to the City of
25% above contractor ' s cost .
Article 5. PAYMENT PROCEDURES .
5 . 1 The City shall pay the Contractor two times each year an
amount equal to fifty percent (50%) of the total annual
contract amount .
5 . 2 The Contractor shall submit an invoice to the City at the
completion of each of the two annual required maintenance
services .
Article 6. CONTRACTOR ' S REPRESENTATIONS .
In order to induce the City to enter into this Agreement, Contrac-
tor makes the following representations :
6 . 1 Contractor has familiarized himself with the nature and
extent of the items setforth in this Agreement.
6 . 2 Contractor has visited the site and has inspected all
HVAC systems and is familiar with their existing condi-
tions and the manner in which they are operated and will
be operated in the future .
Article 7. EQUIPMENT AND SYSTEMS COVERED.
7 . 1 . The following equipment and associated systems shall be
covered by all service as described herein:
a . The Trane chiller
b. The All Temptrol air handlers
c . All Johnson Control systems
d. All hydronic systems and pumps
e . The boilers
f . All terminal air boxes and their associated controls
g. All associated duct systems and air devices .
Article 8 . WORK TO BE DONE AT THE BEGINNING OF THE HEATING SEASON.
8 . 1 The work described in this Article shall be performed at
the beginning of the heating season and at a time when
the outdoor temperature is sufficiently low that the sys-
tem is in a heating mode .
8 . 2 Perform the following service on all air handling units :
a . Check drive and belts , and adjust or replace as
required.
b. Lubricate bearings .

c. Check operational cycle of the unit.
d. Check all coils to be certain that they are clean
and not leaking.
e. Check amperage draw on the motors .
f . Check condition of the filters and notify the City
if replacement is required.
g. Check all fuses and change if necessary.
h. Check for proper operation of blowers .
8 . 3 Perform the following operations on the control system:
a. Check for proper operation and cycling of all con-
trol systems , both in the mechanical room and at all
terminal units .
b. Calibrate all control systems and components as
required .
c . Check all linkages for proper operation and check
for wear .
d. Check all dampers and motors for proper operation
and for wear .
e . Check the air compressor for proper operation and
drain all moisture .
f . Check all thermostats for condition and operation.
8 . 4 Perform the following operations on the hydronic system:
a . Inspect all piping and equipment for leaks and any
possible damage .
b. Clean all strainers associated with the heating
hydronic system.
c . Check all pumps for proper operation. Check am-
perage draw on :rotors . Check for leaks in the
seals . Check the pressure differential across the
pump. Lubricate pumps as required.
8 . 5 Provide the following service on the boilers :
a . Check and tighten all electrical connections ,
burner , and burner control systems .

b. Verify proper operation of programming flame
safeguard control device . Inspect all contacts and
complete operation of unit and verify. Remove pilot
and ignition assembly, clean and inspect electrodes
for insulation cracks , adjust to correct setting,
re-install and test.
c . Check motor condition and verify proper voltage and
amperage .
d. Inspect fan, disassemble and clean where required;
reassemble and adjust to manufacturer ' s
specification, and test .
e . Check all automatic gas valves for proper operation
and to assure positive shutoff and no leakage .
f . Where high and/or low pressure gas switches are
included, solenoid operated vent valves are
included, check each item for safe , normal operating
condition.
g. Check control transformer for proper input and out-
put voltage . Check high voltage ignition trans-
former for proper operation.
h. Check manual potentiometer override controller where
included to assure safe operating condition.
i . Check and verify safe condition of component check
relay where included.
j . Check fan starter for proper operation.
k . Check all burner mounted electrical fusing for
satisfactory condition.
1 . Check firing rate control motor where included to
insure proper operation . Inspect and make any
necessary adjustments to safety end switches con-
tained therein.
m. Check the pressure for temperature operating firing
rate controller and make any necessary adjustments .
Check pressure or temperature safety high limit con-
trol devices to insure positive equipment shutdown
on unsafe condition.
n. Check primary low water cutoff for proper function
including the contained switchgear to shut down
boiler on unsafe condition, to operate alarm where
included, to operate feed system where included.
o. Check auxiliary low water cutoff for same function.

Article 9. WORK TO BE DONE AT THE BEGINNING OF THE COOLING SEASON.
Perform the following service work at the beginning of the cooling
season:
9. 1 The work described in this Article shall be performed at
the beginning of the cooling season and at a time when
the outdoor temperature is sufficiently high that the
system is in a cooling mode .
9 . 2 Perform the following service on all air handling units :
a. Check drive and belts , and adjust or replace as
required.
b. Lubricate bearings .
c . Check operational cycle of the unit .
d. Check all coils to be certain that they are clean
and not leaking.
e . Check amperage draw on the motors .
f . Check condition of the filters and notify the City
if replacement is required.
g. Check all fuses and change if necessary.
h. Check for proper operation of blowers .
9 . 3 Perform the following operations on the control system:
a . Check for proper operation and cycling of all con-

terminal units .

oil filters .

9 . 4 Perform the following operations on the hydronic system:
a. Inspect all piping and equipment for leaks and any
possible damage.
b. Clean all strainers associated with the cooling
system.
c. Check all pumps for proper operation. Check am-
perage draw on motors . Check for leaks in the
seals . Check the pressure differential across the
pump. Lubricate pumps as required.
9 . 5 Provide the following service to the chiller and air
cooled condenser:
a. Perform refrigerant oil analysis and change the oil
in the chiller compressor.
b. Check the refrigerant charge . •Look for any leaks or
possible future leaks .
c. Grease the condenser fan motors .
d. Check the voltage and amperage of all motors .
e . Tighten the electrical connections in the control
panels and starters .
f . Wash the condenser coil of the chiller with coil
cleaner.
g. Check all compressor controls and adjust as
required.
h. Check head and suction pressures .
i . Check refrigerant oil levels and pressures .
Article 10. MID SEASON INSPECTION.
10 . 1 Provide two times annually, mid season inspection of sys-
tems to verify proper operation of equipment and all sys-
tem controls . Adjust as required.
Article 11. MISCELLANEOUS REQUIREMENTS .
11 . 1 The Contractor shall notify the City of any items which
are discovered while performing maintenance services
which need attention. These items shall include any
mechanical/electrical system components in a state of
disrepair or any components which appear to have a pos-
sibility of future failure . The Contractor shall provide
a proposal to make these repairs in compliance with Ar-
ticle 4 , Additional Work .

11 . 2 All items shall be reported to Dale Frederick , Airport
Manager .
11 . 3 The Contractor shall give the City at least five working
days ' notice when they plan to make their maintenance
service call . This requirement may be waived by the Air-
port Manager , or a member of his staff , when such action
would be in the best interest of the City.
11 . 4 The Contractor shall be liable for all damages which are
a direct and approximate result of negligence performed
on or which should have been performed on any of the sys-
tems or equipment which have been described herein.
11.5 This contract shall be null and void if funding is not appropriated
by the Fayetteville Board of Directors.
