I. Call to Order: B. Park called the meeting to order at 4:02 pm.
II. Roll Call: B. Park called roll at 4:02 pm.
III. Minutes - Approval of minutes from June 20, 2023: R. Qualls moved to approve the
minutes from June 20, 2023. H. Garner seconded the motion. All voted AYE. The
motion carried.
IV. Reports
A. Key Upcoming Events: Yoga in the Gathering Glade, bilingual performance of
Little Red Riding Hood, True Lit literary festival in October.
B. Mission Moment: S. Herrera, Marketing Manager, discussed ongoing projects
such as wayfinding signage and FPL+, as well as advertising campaigns on the
radio, Citiscapes, in XNA, and ORT.
C. Library Administration
1. Management Reports
a. Performance Measures: With 336,000 physical items in the collection,
FPL is nearing the expansion goal of 400,000 items. Visits up 40%
while outreach attendance also increased from 2022.
b. Strategic Plan progress through July 2023: Emphasized the efforts
toward the Summer Reading Club and Marketing's increased
advertising.
2. Financial reports
a. Overview: Total unrestricted revenue collected of Library Operating
Revenue is 53% of the budget. Total expenses comprise 54% of the

budget. Food Services YTD sales is $168,473, which increased by $50,000
compared to 2022. The YTD net loss is $55,309, which is $6,500 less than
last year. YTD Events revenue is $154,566, which increased 60%
compared to last year.

3. Informational
a. SRC wrap-up report: 3,100 people attended the SRC kickoff. 2,999
participated in the program, down 16% from 2022. Over 26,000 people
attended summer events at the library. The most popular event was
Barnyard Buddies with 800+ attendees.
b. Bookmobile report: The bookmobile launched at SRC kickoff. The
summer heat has impacted regular trips around the community but
received 90+ visitors in July alone. Staff have participated in 7
bookmobile events so far, with almost 2,000 interactions.
c. FPL+ update: Beta tests have been positive. This feature will be available
to the public September 5th.
d. 2024 Budget update: The first round of department budget drafts is
complete; staff hope to have the 2024 Budget completed and presented
to the Board in October. The Washington County Assessor's office
completed their 3-year county -wide reappraisal this year and saw
substantial increases in real estate values. After reviewing the WA County
preliminary assessment report, it is possible that the Library will have to
perform a millage rate rollback this year. AR state law states taxing
entities cannot receive more than 10% of what was received the prior
year. The final rollback calculation will be performed in October. In the
meantime, for budgeting purposes, Staff will continue to discuss with the
City about the potential rollback and budget accordingly.
e. Collection Development Policy update: Part of a periodic review;
collection explanations, sections for eBooks, eAudiobooks, eBook
Consortia, and the online database collection were added.
f. Genealogy research and obituary fees: As rates have not changed since
2001, a modest cost increase will continue to provide research services
for the public.
g. ARPA update: The kitchen offered several Sery Save classes, including one
for managers. 39 new patrons signed up for IT programs, with 51 current
students. 391 lessons have been taken so far and in -person lessons are
planned for September.

h. USDA update: Planters on the Gathering Glade grow herbs; School Ave
has herbs and pumpkins. A contingent from the UA is considering
agricultural developments in the South Lot. This was paid for by the
grant.
L Act 372 update: Judge Brooks ruled favorably on the injunction at the end
of July. If the state does not appeal, a court date will be 6-12 months
away. The Finance Committee has discussed funding for further possible
lawsuits, with sights set on private donors. FPL's legal team is aware FPL
is concerned with the cost.
j. Koha update: OCLC Wise, the current ILS, will be dropped next spring
with Bywater's Koha program to replace it. Go -live date is March 4, 2024.
Data extraction is due the first week of September, to be delivered to
Bywater September 8th.
k. State -approved training provider: With ARPA only guaranteed one year,
becoming a state -approved training provider would perpetuate
community workforce development. This is achievable through the
Workforce Innovation Opportunity Act (WIOA).
I. Staff development & professional development: L. Husband and C. Henry
were accepted to Leadership Fayetteville. Five staff are currently
pursuing library science degrees.
m. New staff & recognition: A. Workman was promoted to Asst. Librarian in
Youth Services; E. Ellis promoted to Asst. Librarian in Reference Services.
Nine new staff joined FPL with 2 in Community Outreach.
D. Fayetteville Public Library Foundation - monthly report: Annual Fund and
Operational Revenue is above average; nationally this is the opposite. Despite
125 new donors in 2023, staff want to engage donors who have not contributed
recently. Goals for Capital Campaign focus on the remaining $2.4 million debt.
Currently looking for sponsorships for Maker Faire and Be(A)ware Halloween
event. Staff are applying for two grants: Arkansas Humanities Council and
Walton Family Foundation for continuing the Maker to Market program.
E. Friends of the Fayetteville Public Library: The last book sale had many visitors
and positive feedback, particularly praising its move to the Walker Room.
F. Art Committee: The Art Committee welcomed three new members. There are
two exhibitions currently on display which will come down at the end of the
month.
New business
A. Consent items: A. Wilbourn moved to approve all consent items included in the
agenda. H. Garner seconded the motion. All voted AYE. The motion carried.

B. Discussion items
1. Benefits Cost -Sharing Memo: To save money for staff and the Library, FPL
aligns with the City insurance plans. In 2024, the high deductible plan
increased 8%, PPO increased 6.5%. Yearly, a benefits broker comes each year
to discuss changes to the plans with staff. R. Qualls moved to accept the
benefits cost -share plan for 2023. H. Garner seconded the motion. All voted
AYE. The motion passed.
2. Board of Trustees Bylaws update: FPL would like to follow the City and limit
public comment in BOT meetings to 5 minutes per individual. H. Garner
moved to approve the amended Board of Trustees Bylaws as written. R.
Qualls seconded the motion. All voted AYE. The motion passed.
3. Walk -On Item - Approve Foundation Board of Directors slate of officers:
President — Teresa Cornett; Vice President — Kerri McMahon; Treasurer —
Charles Leflar; Secretary — Rachel Sullivant. M Sutherland moved to approve
the Foundation Board of Directors as stated. A. Wilbourn seconded the
motion. All voted AYE.
VI. Public Comment: None
VII. Executive Session: At 5:12 pm, S. Rodgers moved to go into Executive Session to
discuss an employment issue. H. Garner seconded the motion. All voted AYE.
Executive Director D. Johnson was permitted to enter as counsel. At 6:33 pm, B. Park
moved to conclude executive session and return to regular session. S. Rodgers
seconded. No action or motion was taken.
Adjournment: R. Qualls moved to adjourn the meeting. M. Sutherland seconded the motion.
The meeting adjourned at 6:36 pm.
