Call to Order and Roll Call (6:00) Chloe Bell called the meeting to order. 2. Approval of meeting agenda (6:02) Chloe Bell motioned of the approval of the agenda. Bob Stafford seconded and the motion was approved unanimously. 3. Approval of the July 19th and July 26 minutes (6:04) Chloe Bell motioned to approve the minutes form the July 19tn meeting, and Emily Miller seconded. The motion carried unanimously. Bob Stafford motioned to approve the minutes form the special meeting which took place on July 26tn Proposal Reviews/Discussion: 2024 Utility Box Art Program —Joanna Bell updated the council that the Utility Art box program will be moving from the sustainability department to be a part of the arts and culture division in 2024. 4. Approved Artist Roster Update —Joanna Bell updated the council that the idea of an approved artist roster is still under discussion with the purchasing team. This is a outgrowth of the discussion that happened around Eugene Sargent's work in the gulley park project. With that in mind, Joanna Bell suggested getting a formal recommendation for that contract might be helpful to the Park Planning division. Jessica Mailing Address: 113 W. Emily Miller seconded the motion and it carried unanimously. 5. Annual Proposal Review Process —Chloe Bell The council reviewed a proposal for reviewing program proposals annually as a part of the work of the Council. There was discussion of the possible work plan and format. Timelines and considerations were discussed. There was discussion of how to move forward with the proposal. Emily Miller motioned to create the annual proposal review process. Bob Stafford seconded the motion. The motion passed unanimously. 6. Work Plan Report —Joanna Bell updated the council on the Wilson Park Hub building proposal process. She also updated that the work plan was moving forward, and the Arts and culture plan received 6 bids in response to that RFP. There was discussion of the selection process and additional updates. Weekend Starts is going very well, and all members are encouraged to join every Friday night. 7. Notes from the Field/Opportunities/Current Calls for Artists — Bob Stafford shared that he recently discussed the project David McKee proposed with him and that next steps are to look for a location.
