MEETING MINUTES
Meeting of the Historic District Commission
May 11, 2023 5:30 PM
RM 111 City Hall & Zoom
NOTE: The May 11, 2023 Historic District Commission meeting was held virtually and in
person, with commissioners attending in person. Staff were present in person.
Members: Christine Myres — Chair, Meredith Mahan — Vice Chair, Alex Lee, Mark Harper,
Joann Goodley, Tommie Flowers Davis, Julie Preddy

Call to Order: 5:31 pm
In Attendance: Christine Myres, Meredith Mahan, Mark Harper, Joann Goodley, Tommie
Flowers Davis, Julie Preddy, and Britin Bostick
Approval of Minutes: Motion to approve by Commissioner Preddy, second by Commissioner
Harper. Motion approved (5-0-0).
Announcements:
1. Bostick announced that for the Juneteenth weekend the City would be unveiling the
Nelson Hackett marker and recognize the street renaming for Nelson Hackett Blvd. on
Friday, June 16 at 6:00pm on the Square at Block and Center Streets.
2. Bostick also announced there will be one vacancy on the Commission in June,
although Commissioner Mahan is eligible to reapply as she has only served one full
term. Chair Myres asked the Commissioners to share the vacancy if they knew anyone
who may want to serve and thanked Commissioner Mahan for reapplying.
Unfinished Business
1. Ordinance Proposal for Local Historic Districts: Bostick showed an update to the
proposed edits that incorporate all proposed changes, including Commissioner
qualifications, a responsibility for historical markers, and the path for a local ordinance
district. Commissioners agreed with the proposed edits, so Bostick will bring back to
the Commission in the next meeting for a recommendation to City Council and clarify if
a public hearing is needed.
2. National Historic Preservation Month (May) Planning: Bostick showed a video of
the Mayor's Historic Preservation Month proclamation at Fire Station 1, then shared
updates on the Farmer's Market table and downtown history bike tour with Experience
Fayetteville. Commissioner Flowers Davis asked whether the Washington County
Historical Society had reached out about a sign at Farmer's Market noting that
Headquarters House would be open. Bostick had not been contacted but would
inquire.

3. Heritage & Historic Preservation Master Plan Update: Bostick gave a presentation
recapping the planning process, public meetings and input, comments on the
document by the community, action items in the plan, the survey for action item
priorities by the community, and survey results at the first May Farmer's Market.
Commissioner Mahan also shared information from the Farmer's Market survey and
her experience engaging with the community on the plan. Commissioners did not have
questions and Bostick noted the timeline for adoption and that she would be bringing
the plan to the Commissioners in their June meeting for a recommendation to the City
Council. Commissioners additionally discussed equipment needs and ideas to facilitate
the survey and public engagement on the plan at the Farmer's Market. Bostick noted
needing a few more items that may be part of an upcoming budget request.
4. Historic Preservation Awards: Bostick updated the Commissioners on the awards
on order and proposed to present awards in the June meeting as they will be ready by
then. Bostick also recapped award names and recipients to be produced.
