1. Call to Order - Dockery called the meeting to order at 5:30 pm.

PRAB Motion: Brink moved to approve September's meeting minutes. Freund
seconded the motion. Motion passed 8-0-0.
6. Active Transportation Plan Update: Dane Eiffling, Active Transportation
Coordinator, Matt Mihalevich, Active Transportation Manager
Eiffling discussed the following:
• 2022 Update for the Active Transportation Plan
Plan Goals
o Strive to create an equitable multi -modal transportation system for all ages and
abilities.
o Build a paved trail connection within a ten-minute walk of every residence by
2040.
o Encourage new participation in active transportation
o Zero fatalities or severe injuries of vulnerable road users by 2030.
o Implement all of the appropriate recommendations from leading advocacy
organizations community evaluations.

• In 2017,58% of Fayetteville's residents lived within a 10-minute walk of trail system. In
2022, 68% of Fayetteville's residents live within a 10-minute walk of trail system.
Hoping for 100% coverage by 2040.
PRAB Motion: Freund made a motion to accept the plan. Davis seconded the
motion. Motion passed 8-0-0.
7. Wilson Park Courts Protect Proposal: Alison Jumper, Director
Jumper discussed the following:
• Staff has had numerous requests for pickleball courts.
• There is sufficient PLD funds to convert the two western courts at Wilson Park to
pickleball courts.
• Currently, there are 4 full-size tennis courts in one group (east) and a single tennis
court and 4-junior courts in another group (west).
• The single tennis court and four junior courts could be transitioned to either 4 or 8
pickleball courts.
• There is $700,000 in the SW quadrant. The projected cost is in the $700,000 range,
including updates to the tennis courts and lighting the basketball court as well.
• The Advisory committee indicated a desire to finish the Park Master Plan, look at
pickleball throughout the city, and funding opportunities before proceeding.
The board further discussed pickleball courts.
PRAB Motion: Freund made a motion to table approval until City Council accepts
the Master Plan. Chambers seconded the motion. Motion passed 8-0-0.

10. Park and Trail Dispatch Update: Stephen Sheely. PRAB
Sheely discussed the following:
• Fayetteville Police Dispatch Report:
o Average Dispatch/Day to Parks is .6%
o Average Dispatch/Day Total is 99.4%
o Dispatch for Trails is 17.4% and Parks at 82.6%
o Almost half the police dispatch is to Walker Park at 48.3%.
The park further discussed the issues at Walker Park.
11. Active Transportation Advisory Committee Update: Yarri Davis
Davis discussed the following:
• Rupple Road is complete.
• Crews are working on Mud Creek Trail.
• The tunnel at MILK & 1-49 exchange, can't be done because it was too expensive
12. Botanical Garden Society of the Ozarks Update: Joel Freund
Freund discussed the following:
• Two new board members have been added and they will start in January.
• Working on a Master Plan for the Botanical Gardens.
13. Program Report: Lee Farmer, Recreation Superintendent
Farmer discussed the following:
• 2022 was a very successful year.
• 65,994 people signed up for programs.
• Youth Sports — Softball and Soccer, 3 season and 2400 players.
• Adult Sports — Kickball, Softball, Soccer and Volleyball, 10 leagues and 297 teams.
• Outdoor Fayetteville — Spring, Summer and Fall, 90 participants.
• Tennis and Pickleball — Spring, Summer and Fall, 17 sessions plus private lessons.
• About 20,000 people utilized Wilson Park Pool, generating $155,00 in revenue.
• 26' Anniversary for Gulley Park Concert Series. Kidz Night has been a huge hit with
the community.
• Square 2 Square Bike Ride, in conjunction with Bentonville. This Year 1597
participated in the spring and 1780 for the fall.
• Frozen Toes 5k/10k, Ladies DU and White Elephant 700 participants.
• YRCC Programming — Kids Nite and X-factor, Spring and Fall sessions, 134
participants.
• Revenue $754,881 & Expense $533,638.
Board discussed the programs with Farmer.
14. Strategic Master Plan & Construction Update: Ted Jack, Planning Superintendent
Jack discussed the following:
• Trailblazers are adding trees at Centennial Park.
• Saddle Up is up to bid at Kessler Park.
• Wilson Park Prominade- a mockup panel was done.
• Wilson Park Restroom and Hub Building, a bid has been received, but not yet
approved.
• Underwood Community Park second public meeting will be at Holcomb Elementary on
Saturday December 101" from 10 am — 12.
• Strategic Plan Update: Packaging final comments to get to consultants for final edits.
Going to City Council at the beginning of next year.
15. Review of HMR Report: Ted Jack, Planning Superintendent
Jack discussed the following:
Record month in October - $471,436.
Averaging $382k per month in 2022.
16. Announcements:

December 10 POUND Fitness Class - YRCC
December 10 Underwood Park Public Meeting — Holcomb Elementary
