MEETING
September 21, 2022
MINUTES
A meeting of the Fourth Judicial District Drug Task Force Control Board was held on September 21, 2022.

Chief Mike Reynolds called the meeting to order. Upon roll call, the above -listed members were
acknowledged as present. Copies of the minutes from the August 24, 2022 meeting were distributed to all
present. A motion was made by Lester Coger, and seconded by Jay Cantrell, to approve the minutes. The
motion was approved unanimously.
A copy of the financial report for the Grant FY2022-2023 was distributed to all present for review, the period
ending August 31, 2022. Financial Director Willie Newman stated the total expense to date was $73,414.00
which included Non -Allowed- $73,414.00.
The Fayetteville City Council approved the 2022 State Drug Crime Enforcement and Prosecution Fund Grant
award of $91,319.00 with a local required match of $27, 396.00. Mike Reynolds asked if this would fund the
task force through the end of the 2022 year. Willie Newman informed the board that the amount awarded
would fund the task force until the end of 2022.
At the time of the meeting, the breakdown of expenses from July 1, 2022 — September 30, 2022, was not
available. Since the grant award was recently approved by the city council, Mr. Newman will be able to
provide those numbers for the October meeting.
Sergeant Jacob Lawson reported on the task force's activity from August 1, 2022, through August 31, 2022,
and distributed a copy of statistics to all present. Lawson stated that in August the task force opened 54
cases, closed 45 cases, and made 29 arrests. Lawson further noted that $16,120.00 was expended for the
purchase of evidence, and $3,440.00 for the purchase of information. Lawson stated that drugs seized during
the month included: methamphetamine, marijuana, cocaine, heroin, LSD, fentanyl, psilocybin mushrooms,
and pharmaceuticals. Lawson stated that 5 warrants were served. Also noted, were 5 drug convictions for
September. The task force seized a total of $6,199.00 in U.S. currency during the month. The locations of DTF
Enforcement Action for the month were Fayetteville 21 cases, Springdale 20 cases, Washington County 2
cases, Farmington 4 cases, Lincoln 3 cases, Prairie Grove 2 cases, Elkins 2 cases, West Fork 1 case, and
Tontitown 1 case.
Mike Reynolds reminded the board that the fiscal year starts on July 1, 2022, and the year-to-date statistics
provided by the task force are from July and August. Mike Reynolds provided the Fayetteville City Council
statics from January through September; the task force seized over 45 pounds of methamphetamine and 3.5
pounds of cocaine. Several firearms were seized, one being an AR15 that had been modified.

PUBLIC COMMENT
Beth Coger:
• The following comments were directed to the board and Drug Director Boyce Hamlet. She would like
to see some of the task force money be used to help with drug addiction treatment, and she would
like to know of any programs that could help with the treatment side of addiction.
• She would like a breakdown of 2022 arrests by race.
Sarah Moore:
• She had questions for the Drug Director Boyce Hamlet, regarding Opioid Lawsuit. Director provided a
contact email address, Boyce.Hamlet2@dhs.arkansas.gov
Boyce Hamlet introduced himself as the new State Drug Director.
Chief Mike Reynolds requested date and time for the next meeting. The next meeting will be on October 26,
2022, at 1:30 P.M. Springdale Police Department, CID Conference room, 201 North Spring Avenue, Springdale,
Arkansas. The meeting was adjourned.
