1. Call to Order - Dockery called the meeting to order at 5:30 pm.

PRAB Motion: Freund moved to approve the July PRAB Minutes, with the changing
of the name spelling of Prewitt. Kincaid seconded the motion. Motion passed 7-0-0.
6. Introduction of Arts and Culture Director: Joanna Bell
7. Lake Sequoyah Operations and Ordinance Update: Alison Jumper, Director
Jumper discussed the following:
• Change in ordinance for Lake Sequoyah. Lake Sequoyah and Lake Fayetteville both
have had marina operators. Currently, Lake Sequoyah does not have an operator.
• Proposing to operate Lake Sequoyah like Lake Wilson, with no fees being collected.
Staff is currently looking for a concessionaire to run the bait shop to offer bait, snacks
and drinks.
• That enables us to work closer with Arkansas Game and Fish. They run a variety of
community fishing programs. They will also stock the lake.
• About $16,000 a year is collected at Lake Sequoyah. Those funds go back to the
General Fund, not directly to Parks.
The board further discussed this topic.

PRAB Motion: Freund moved to approve the plans to make changes that staff
recommended. Davis seconded the motion. Motion passed 8-0-0.
8. Active Transportation Advisory Committee Update: Yarri Davis
No meeting was held.
9. Botanical Garden Society of the Ozarks Update: Joel Freund

Davis said he was opposed to fee -in -lieu unless the developer commits to building the
park shown on the civil drawings. He saw this as a land -locked property with the potential
for families and children to live here without immediate park access. Sheely and Davis
discussed the need for affordable family housing in this area of the city where open fields
are becoming residential developments. Davis said he felt that Underwood Park does not
adequately service area of this development. PRAB and Parks staff briefly recapped
PRAB's role in reviewing parkland dedication proposals. After Parks Staff makes a
recommendation to PRAB, PRAB will then make a recommendation to Planning
Commission who will make the final determination of how the development shall meet the
Parkland Dedication Ordinance's requirements. Dockery challenged the meeting's
attendees to not consider small pieces of land submerged in residential developments as
adequate park land.
Dockery made a motion to approve fee -in -lieu for this project. Freund seconded the
motion.
Davis asked to amend the motion to so that it includes a recommendation to the Planning
Commission stating that PRAB encourages more park planning in this area and that a
pocket park remains in the development as the project goes forward. Freund seconded the
amendment. Before a final vote was counted, Brink was stated his concern that an
amendment would complicate the PRAB recommendation. Dockery suggested rather than
amending the motion, PRAB approves the original motion and send a separate memo to
the Planning Commission encouraging more park planning in this area and that a pocket
park remains in the development as the project goes forward. Davis agreed and withdrew
his amendment. Freund withdrew his second.
Dockery returned to the original motion and second on the floor to approve fee -in -lieu.
PRAB Recommendation: Dockery moved to accept fee -in -lieu. Freund seconded
the motion. 7-1-0.
Dockery continued the conversation about creating a memo from PRAB to the Planning
Commission. Davis suggested the memo asks the Planning Commission to work with the
developer to construct an appropriately sized neighborhood park in this development. The
memo can also encourage the Planning Commission and Parks Master Plan to address
the need for park space in this undeveloped northern portion of this city. Brink suggested
attaching this memo to the development's planning packet so that it will be included in all
future reviews. Foster said he would work with Davis to create this memo. The memo is to
be approved by PRAB during the September meeting.
11. Strategic Master Plan & Construction Update: Ted Jack, Planning Superintendent
Jack discussed the following:
• Staff has continued to work on the Strategic Master Plan.
• Second phase of the bonds is getting ready to start, including scope of services for
Underwood Park and Walker Park.
• Hub building at Wilson Park is almost ready to go out to bid, followed up by Gulley
Park bid.
12. Review of HMR Report: Ted Jack, Planning Superintendent
Jack said we had another great month, up 19.4%. First six months of year averaged
$365,244 per month. At that rate we would hit $4,382,930 this year.
