1. Call to Order - Dockery called the meeting to order at 5:30 pm.

PRAB Motion: Freund moved to approve the June PRAB Minutes. Brink seconded
the motion. Motion passed 8-0-0.
6. Ozark Volleyball Club Presentation: Don Cox, President of OVC
Cox discussed the following:
• OVC began partnership with the city in 1979
• 238 players throughout league
• 250 players in tournaments
• Competitive leagues throughout the week & tournaments during the season
• Veterans Park is an amazing facility
• $300,000 given back to the city for upkeep of the 4 courts over the years
• Big Dog longest running tournament in September
• OVC has appreciated the partnership with the City of Fayetteville
Board further discussed OVC with Cox.
7. Active Transportation Advisory Committee Update: Yarri Davis
Davis discussed the following:

• Rupple Road almost done
• Trenton, off of College next to Wilson Park Pool, not progressing as quickly as

• Improvements to Appleby Road, over to Washington Regional, working on putting two
lanes on the bike trail
• Citizens asking for pedestrian led intersections in the city
8. Botanical Garden Society of the Ozarks Update: Joel Freund
Freund discussed the following:
• Paul Pruitt, new Director of Botanical Gardens
• HR is still working on job descriptions
• Issue with getting healthcare for employees
9. Parkland Dedication Trails on the Creek Modifications to Prior Recommendation:
Ted Jack, Park Planning Superintendent
Jack discussed the following:
• June 1, 2020, PRAB moved to accept land dedication, at the time the developer
believed they would be able to have enough land to meet all PLD requirements. Later
they only had about 4.7ac identified for PLD.
• 321 Multi -Family Apartment Homes proposed requiring 6.42 acres were originally
proposed. New layout shows 331 units.
• Changes in the development reduced the amount of land to be dedicated possibly
requiring a mixture of fee and dedication.
• Currently, the drawings have changed, and some areas proposed by the developer in
the latest drawings are not suitable for PLD. Staff recommends not accepting the land
directly south of the parking lots and buildings due to its disconnect from Mud Creek
Corridor, lack of recreational value, severe slope and other items. Other areas
currently proposed as Tree Preservation are acceptable for PLD.
• Staff asked to adjust the area shown for the trail corridor running south to be on the
western edge of the south parcel as a ten foot wide trail corridor that could be used for
PLD. Where the land narrows to just a utility corridor is not suitable for PLD.
• Staff recommends approving a combination of land dedication (approximately 4.7 +
acres) and fees -in -lieu for PLD requirements for The Trails on the Creek PZD.
Parkland is to be located along Mud Creek as outline in the approved PZD for the
project. Staff also recommend declaring the area directly to the south of the proposed
buildings and parking lots and utility corridor as not suitable for PLD
PRAB Motion: Brink moved to approve staff's recommendation of accepting a
combination of park land dedication and fee -in -lieu, with additional land
currently shown as tree preservation on the east side of the site near Mud Creek
eligible for PLD along with a trail corridor on the west side of the land going
south and declaring the land directly to the south of the buildings and parking
lot and the narrow utility corridor to the far south as not suitable for PLD. Freund
seconded the motion. Motion passed 8-0-0.

The current owner is Steele Crossing Investment III, LLC
• Ultimately, the owner will be TLC Properties
• 6.7 Acres for 55 and older housing development
• Current owner is questioning about donated land versus dedicated land, does that
property count toward the park dedication
Jack said staff reviewed the files and could not find anything that tied that donation to this
development. It appeared to be a donation because IRS documents were discussed.
Calan said he would dig into the donated land a little further.
PRAB Motion: Dockery made a motion to accept fee -in -lieu. Freund seconded the
motion. Motion passed 8-0-0.
11. Strategic Master Plan & Construction Update: Ted Jack, Planning Superintendent
Jack discussed the following:
• Rock Fish, first five almost finished and they will be moved to Wilson Park
• Gregory Park, the Walking Stick has been complete, by Jason Jones
• Kessler ballfields Ribbon Cutting in September
Strategic Master Plan, draft is being worked on now. Staff is providing information as
needed. Draft should be ready this month.
12. Review of HMR Report: Ted Jack, Planning Superintendent
Jack discussed the following:
• May was a record month $428,867, first month above $400,000.
