Speakers shall be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug Task Force Control Board may allow a speaker additional time or may allow an unsigned -up person to speak by unanimous consent or majority vote. Those present were: Brad Renfro, Captain- Fayetteville Police Department Jay Cantrell, Chief Deputy- Washington County Sheriffs Office Frank Gamble, Chief -Springdale Police Department Chris Workman, Chief- Prairie Grove Police Department Jacob Lawson, Sergeant- 41h Judicial Drug Task Force Willie Newman, Fiscal Director- Fayetteville Police Department Cara Murdoch, Administrative Assistant- 4th Judicial Drug Task Force Jamie Fields, Deputy Chief- Fayetteville Police Department Tim Franklin, Lieutenant- Fayetteville Police Department Jeff O'Brien, Captain- Prairie Grove Police Department Guest: Members of the public. Captain Brad Renfro called the meeting to order. Upon roll call, the above -listed members were acknowledged as present. Copies of the minutes from the May 18, 2022 meeting were distributed to all present. A motion was made by Jay Cantrell, and seconded by Frank Gamble, to approve the minutes. The motion was approved unanimously. A copy of the financial report for the Grant FY2021-2022 was distributed to all present for review, the period ending May 31, 2022. Financial Director, Willie Newman, stated the total expense to date was $447,626.00 which included Federal Jag-21$78,134.00, State JAG-21$43,597.00, State Drug Crime Fund $91,319.00, Local Drug Crime Fund $18,264.00, Local JAG-21$18,264.00, and Non -Allowed- $198,048.00. Sergeant Jacob Lawson reported on the task force's activity from May 1, 2022, through May 31, 2022, and distributed a copy of statistics to all present. Lawson stated that in May the task force opened 37 cases, closed 25 cases, and made 16 arrests. Lawson further noted that $1,080.00 was expended for the purchase of evidence, and $300.00 for the purchase of information. Lawson stated that drugs seized during the month included: methamphetamine, marijuana, cocaine, fentanyl, psilocybin mushrooms, and pharmaceuticals. Moore stated that 3 warrants were served. Also noted, are 8 drug convictions for April. The task force seized a total of $5,305.00 in U.S. currency during the month. The locations of DTF Enforcement Action for the month were Fayetteville 19 cases, Springdale 12 cases, Farmington 4 cases, Johnson 1 case, and West Fork 1 case. 4 Sergeant Jacob Lawson reported on the following dispositions. DTF-21-228 (State of Arkansas v Lewis Torain) was a DTF investigation in Fayetteville resulting in the seizure of $1,241.00 on October 13, 2021. $248.20 went to the Arkansas State Drug Director's Office and $372.30 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $620.50 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 42.85%, Fayetteville 28.57%, WCSO 14.29%, Rural 14.29%). Notes: On October 13, 2021, detectives with the DTF made contact with Lewis Torain after conducting multiple controlled buys of methamphetamine from him. During a search of his person, detectives located the currency. A subsequent search of his hotel room and residence revealed methamphetamine, marijuana, and a firearm. A motion was made by Frank Gamble, second by Jay Cantrell to approve this recommendation. This motion was approved unanimously. DTF-22-045 (State of Arkansas v Robert Poindexter) was a Farmington Police Department arrest resulting in the seizure of $1,173.00 on February 15, 2022. $234.60. went to the Arkansas State Drug Director's Office and $351.90 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $586.50 go to the Drug Task Force and the remaining balance goes to the Farmington Police Department. Notes: On February 15, 2022, a Farmington Police Department patrolman conducted a search of Robert Poindexter. During the search, the patrolman located multiple bags of methamphetamine and marijuana along with the currency. A motion was made by Jay Cantrell, second by Chris Workman to approve this recommendation. This motion was approved unanimously. DTF-19-355 (State of Arkansas v Napolean Marlowe) was a DTF arrest in Fayetteville resulting in the seizure of $5,128.00 on October 9, 2019. $3,000.00 was returned to the defense, $425.60 went to the Arkansas State Drug Director's Office and $638.40 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $1,064.00 go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 50.0%, Fayetteville 25.0%, WCSO 12.5%, Rural 12.5%). Notes: On October 9, 2019, detectives with the DTF arrested Napolean Marlowe. During a subsequent search of his vehicle, detectives located multiple ecstasy pills, methamphetamine, and marijuana along with the currency. A motion was made by Frank Gamble, second by Jay Cantrell to approve this recommendation. This motion was approved unanimously. DTF-22-048 (State of Arkansas v Kevin Guandique) was a Springdale Police Department arrest resulting in the seizure of $5,647.00 on February 17, 2022. $1,129.40 went to the Arkansas State Drug Director's Office and $1,694.10 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $2,823.50 go to the Drug Task Force and the remaining balance goes to the Springdale Police Department. Notes: On February 17, 2022, a Springdale Police Department patrolman conducted a traffic stop on a vehicle driven by Kevin Guandique. During a subsequent search of the vehicle, patrolmen located approximately 3.5 pounds of marijuana and other marijuana products along with the currency. A motion was made by Jay Cantrell, second by Frank Gamble to approve this recommendation. This motion was approved unanimously. OTHER BUSINESS No other business was brought before the Control Board. PUBLIC COMMENT No public comment. Captain Brad Renfro requested a date and time for the next meeting. The next meeting will be on July 20, 2022, at 1:30 P.M.
