The Fourth Judicial District Drug Task Force Control Board may allow a speaker additional time or may allow an unsigned -up person to speak by unanimous consent or majority vote. Those present were: Brad Renfro, Captain- Fayetteville Police Department Jay Cantrell, Chief Deputy- Washington County Sheriffs Office Frank Gamble, Chief -Springdale Police Department Chris Workman, Chief- Prairie Grove Police Department Tyler Moore, Sergeant- 41h Judicial Drug Task Force Tonyia Tannehill, Fayetteville Police Department Cara Murdoch, Administrative Assistant- 4th Judicial Drug Task Force Kenny Yates, Major- Washington County Sheriff's Office Tim Franklin, Lieutenant- Fayetteville Police Department Matt Durrett- Washington County Prosecuting Attorney Jacob Lawson, Sergeant- Fayetteville Police Department Guest: Members of the public. Captain Brad Renfro called the meeting to order. Upon roll call, the above listed members were acknowledged present. Copies of the minutes from the April 27, 2022 meeting were distributed to all present. A motion was made by Frank Gamble, and seconded by Jay Cantrell, to approve the minutes. The motion was approved unanimously. A copy of the financial report for the Grant FY2021-2022 was distributed to all present for review, period ending April 30, 2022. Tonyia Tannehill stated the total expense to date was $414,403.00 which included Federal Jag-21 $63,997.00, State JAG-21 $43,597.00, State Drug Crime Fund $91,319.00, Local Drug Crime Fund $18,264.00, Local JAG-21$18,264.00, and Non -Allowed- $178,962.00. Sergeant Tyler Moore reported on the task force's activity April 1, 2022 through April 30, 2022 and distributed a copy of statistics to all present. Moore stated that in April the task force opened 21 cases, closed 11 cases, and made 5 arrests. Moore further noted that $2,740.00 was expended for the purchase of evidence, and $240.00 for the purchase of information. Moore stated that drugs seized during the month included: methamphetamine, marijuana, cocaine, fentanyl, psilocybin mushrooms and pharmaceuticals. Moore stated that 3 warrants were served. Also noted, 8 drug convictions for the month of April. The task force seized a total of $0.00 in U.S. Currency during the month. The locations of DTF Enforcement Action for the month were Fayetteville 11 cases, Springdale 5 cases, Farmington 3 cases, and West Fork 2 cases. Sergeant Tyler Moore reported on the following dispositions. DTF-21-296 (State of Arkansas v Danielle Pennington) was a DTF arrest in Farmington resulting in the seizure of $2,050.00 on December 13, 2021. $410.00 went to the Arkansas State Drug Director's Office and $615.00 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $1,025.00 go to the Drug Task Force and the remaining balance be based on current staffing (Springdale 42.85%, Fayetteville 28.57%, WCSO 14.29%, Rural 14.29%). Notes: On December 13, 2021, detectives with the DTF executed a search warrant at the residence of Danielle Pennington after conducting multiple controlled buys of methamphetamine from her. During the search, detectives located multiple bags of methamphetamine, numerous prescription pills, one rifle, and a shotgun along with the currency. A motion was made by Frank Gamble, second by Chris Workman to approve this recommendation. This motion was approved unanimously. DTF-22-014 (State of Arkansas v Cristal Palomino) was a DTF arrest in Springdale resulting in the seizure of $660.00 on January 17, 2022. $132.00 went to the Arkansas State Drug Director's Office and $198.00 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $330.00 go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 42.85%, Fayetteville 28.57%, WCSO 14.29%, Rural 14.29%). Notes: On January 17, 2022, detectives with the DTF executed a search warrant at the residence of Cristal Palomino after conducting numerous controlled buys of methamphetamine from her. During the search, detectives located multiple bags of methamphetamine, heroin, cocaine, oxycodone pills, four firearms, drug ledgers, digital scales, and packaging materials along with the currency. A motion was made by Frank Gamble, second by Jay Cantrell to approve this recommendation. This motion was approved unanimously. DTF-22-014 (State of Arkansas v Marcelino Villegas) was a DTF arrest in Springdale resulting in the seizure of $1,990.00 on January 17, 2022. $398.00 went to the Arkansas State Drug Director's Office and $597.00 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $995.00 go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 42.85%, Fayetteville 28.57%, WCSO 14.29%, Rural 14.29%). Notes: On January 17, 2022, detectives with the 4th JDDTF executed a search warrant at a residence in Springdale after conducting methamphetamine buys. During the search, detectives located multiple firearms, approximately 7.5 pounds of meth, 2 ounces of heroin, 2 pounds of cocaine, numerous prescription pills, and the currency. A motion was made by Jay Cantrell, second by Frank Gamble to approve this recommendation. This motion was approved unanimously. DTF-21-243 (State of Arkansas v Amber White) was a DTF arrest in rural Washington County resulting in the seizure of $965.00 on September 15, 2021. $193.00 went to the Arkansas State Drug Director's Office and $289.50 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $482.50 go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 42.85%, Fayetteville 28.57%, WCSO 14.29%, Rural 14.29%). Notes: On September 15, 2021, detectives with the DTF executed a search warrant at the residence of Amber White after conducting numerous controlled buys of methamphetamine at the residence. During the search, detectives located approximately 150 pounds of marijuana, a small amount of methamphetamine, numerous prescription pills, a shotgun, and a drug ledger along with the currency. A motion was made by Frank Gamble, second by Jay Cantrell to approve this recommendation. This motion was approved unanimously. OTHER BUSINESS Captain Brad Renfro introduce Sergeant Jacob Lawson as incoming Sergeant for the Drug Task Force. No date has been set for when this change will take place. PUBLIC COMMENT Sarah Moore: • Interested in community discussion regarding Drug Trafficking and Human Trafficking. • Would like to obtain the Sentencing Order for cases where money is being dispersed.
