Those present were: Brad Renfro, Captain- Fayetteville Police Department Tim Helder, Sheriff- Washington County Sheriffs Office Frank Gamble, Chief -Springdale Police Department Chris Workman, Chief- Prairie Grove Police Department Tyler Moore, Sergeant- 4th Judicial Drug Task Force Willie Newman, Financial Director-4th Judicial Drug Task Force Cara Murdoch, Administrative Assistant- 4th Judicial Drug Task Force Jay Cantrell, Chief Deputy- Washington County Sheriffs Office Derek Hudson, Assistant Chief- Springdale Police Department Lester Coger, Captain- Springdale Police Department William Brown, Captain- Fayetteville Police Department Tim Franklin, Lieutenant- Fayetteville Police Department Matt Durrett- Washington County Prosecuting Attorney Guest: Members of the public_ The meeting was called to order by Captain Brad Renfro. Upon roll call, the above listed members were acknowledged present. Copies of the minutes from the March 23, 2022 meeting were distributed to all present. A motion was made by Tim Helder, and seconded by Frank Gamble, to approve the minutes. The motion was approved unanimously. A copy of the financial report for the Grant FY2021-2022 was distributed to all present for review, period ending March 31, 2022. Financial Director Willie Newman stated the total expense to date was $389,820.00 which included Federal Jag-21$49,763.00, State JAG-21$43,597.00, State Drug Crime Fund $91,319.00, Local Drug Crime Fund $18,264.00, Local JAG-21$18,264.00, and Non -Allowed- $168,612.00. Sergeant Tyler Moore reported on the task force's activity March 1, 2022 through March 31, 2022 and distributed a copy of statistics to all present. Moore stated that in March the task force opened 42 cases, closed 26 cases, and made 16 arrests. Moore further noted that $3,615.00 was expended for the purchase of evidence, and $300.00 for the purchase of information. Moore stated that drugs seized during the month included: methamphetamine, marijuana, heroin, cocaine, fentanyl, and pharmaceuticals. Moore stated that 5 warrants were served. Also noted, 18 drug convictions for the month of March. The task force seized a total of $2,733.00 in U.S. Currency during the month. The locations of DTF Enforcement Action for the month were Fayetteville 11 cases, Springdale 19 cases, Washington County 1 case, Lincoln 1 case, West Fork 5 cases, and Prairie Grove 5 cases. Sergeant Tyler Moore reported on the following dispositions. DTF-20-238 (State of Arkansas v Danetta McCoy) was a FPD arrest resulting in the seizure of $3,130.00 on October 9, 2020. $626.00 went to the Arkansas State Drug Director's Office and $939.00 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $1,565.00 go to the Drug Task Force and the remaining balance go to the Fayetteville Police Department. Notes: On October 8, Fayetteville Patrol Officers arrested Danetta McCoy in possession of methamphetamine and the currency. Officers contacted DTF and DTF came to assist. In the early morning hours of October 9, detectives and officers conducted a search of McCoy's hotel room locating additional evidence to include a drug sales ledger. A motion was made by Frank Gamble, second by Tim Helder to approve this recommendation. This motion was approve unanimously. DTF-21-194 (State of Arkansas v Rosalind Williams) was a DTF arrest in Fayetteville resulting in the seizure of $1,000.00 on July 26, 2021. $200.00 went to the Arkansas State Drug Director's Office and $300.00 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $500.00 go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 42.85%, Fayetteville 28.57%, WCSO 14.29%, Rural 14.29%). Notes: On July 26 2021, detectives were conducting surveillance and observed what appeared to be a drug transaction in a parking lot. Detectives contacted Rosalind Williams and determined Williams had just sold oxycodone pills to the other party for $1,000. Detectives seized additional oxycodone and the currency from Williams. A motion was made by Tim Helder, second by Frank Gamble to approve this recommendation. This motion was approve unanimously. DTF-21-271 (State of Arkansas v Ronney Cain) was a DTF arrest in Springdale resulting in the seizure of $2,410.00 on October 19, 2021. $482.00 went to the Arkansas State Drug Director's Office and $723.00 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $1,205.00 go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 42.85%, Fayetteville 28.57%, WCSO 14.29%, Rural 14.29%). Notes: On October 18, 2021, detectives contacted Ronney Cain at his residence in Springdale and conducted a search. Detectives located numerous packages of methampheta mine, a drug ledger, a scale, and a loaded pistol along with the currency. A motion was made by Frank Gamble, second by Chris Workman to approve this recommendation. This motion was approve unanimously. DTF-19-128 (State of Arkansas v Karen Gibbons) was a DTF arrest resulting in the seizure of $80,554.00 on April 19, 2019. $14,110.80 went to the Arkansas State Drug Director's Office and $21,166.20 went to the Washington County Prosecutor's Office. $10,000.00 went to Drew Ledbetter (Defense Attorney). It was recommended that 15% of the net total of $35,277.00 go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 42.85%, Fayetteville 28.57%, WCSO 14.29%, Rural 14.29%). Notes: On April 19, 2019, detectives executed a search warrant in rural Washington County at the residence of Karen Gibbons. Inside the residence detective located numerous drugs, mostly prescription pills and marijuana, scales, firearms, drug ledgers, and $26,049.00 in currency. Follow up investigation led detectives to a safety deposit box containing $54,505.00 currency, which was also seized. A motion was made by Tim Helder, second by Frank Gamble to approve this recommendation. This motion was approve unanimously. DTF-20-089 (State of Arkansas v Marcello Lamar) was a DTF arrest in Johnson resulting in the seizure of $14,491.00 on August 25, 2020. $2,898.20 went to the Arkansas State Drug Director's Office and $4,347.30 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $7,245.50 go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 50%, Fayetteville 25%, WCSO 12.5%, Rural 12.5%). Notes: On August 25, 2020, detectives executed a search warrant on Marcello Lamar's residence in Johnson. Over the course of the investigation, detectives conducted multiple controlled buys on Lamar and Lamar was arrested by FPD with meth and a firearm as well. During this search warrant, detectives located an additional pistol, rifle, baggies of meth, a digital scale, and the currency. A motion was made by Frank Gamble, second by Tim Helder to approve this recommendation. This motion was approve unanimously. DTF 20-250 (State of Arkansas v Marcello Lamar) was a FPD arrest resulting in the seizure of $796.00 on November 5, 2020. $159.20 went to the Arkansas State Drug Director's Office and $238.80 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $398.00 go to the Fayetteville Police Department. Notes: On November 5, 2020, FPD officers observed what appeared to be drug activity at a business known for drug activity. Detectives conducted a traffic stop on Marcello Lamar and located approximately 2 ounces of methamphetamine and the currency in his possession. A motion was made by Frank Gamble, second by Tim Helder to approve this recommendation. This motion was approve unanimously. DTF 21-100 (State of Arkansas v Brandeon Williams) was an FPD arrest resulting in the seizure of $15,083.00 on April 24, 2021. $940.93 went to the Arkansas State Drug Director's Office and 1,411.40 went to the Washington County Prosecutor's Office. $10,378.33 went to Kim Weber (Defense Attorney). It was recommended that 15% of the net total of $2,352.34 go to the Drug Task Force and the remaining balance go to the Fayetteville Police Department. Notes: On April 24, 2021, FPD officers were dispatched to a theft in progress. During the course of the investigation, officers made contact with Brandeon Williams while he slept in his vehicle. A probable cause search located a firearm, several baggies of marijuana, and the currency. Booking deputies located additional prescription pills concealed in Williams sock at the detention center. A motion was made by Frank Gamble, second by Tim Helder to approve this recommendation. This motion was approve unanimously. OTHER BUSINESS No other business brought before the board.
