1. Call to Order: Dockery called the meeting to order at 5:30 pm.
2. Roll Call: Dockery, Brink, Kincaid, Sheely, Davis, Walsh, Chambers, Freund, Downing

5. Approval of March 7, 2022 Meeting Minutes
PRAB Motion: Freund moved to approve March meeting minutes. Kincaid seconded
the motion. Motion passed 9-0-0.
6. Fayetteville Disc Association (FDA) Presentation: Josh McGee, President
McGee discussed the following:
• Ultimate is a mixture between basketball and football
• Games are generally played 7v7
• It is played worldwide and there a professional league called American Ultimate Disc
League (AUDL)
• FDA is a member -led nonprofit 501 (c)(3) that promotes the sport in NWA and
supports youth and college ultimate
• FDA was founded in the early 1990's and has organized and hosted leagues, pick-up
and tournaments
• FDA organizes four 8-12-week leagues corresponding with seasons
• Fees are low, $35 per league
• In 2021, 326 people participated in at least one FDA league and 224 participated in
two or more

• League requires a 5:2 or 4:3 male -female gender ratios, with participants age range
from 13 years to 60+
• FDA hosts weekly Pick-up games year-round and Community Practices. In 2021, they
averaged 30-50 participants in Community Practices
• FDA Tournaments:
o Dan Gabor Memorial - Held in honor of a UofA track team member and
ultimate player who lost his life in 1996 on TWA Flight 800; Held
Saturday before Memorial Day; 12-20 teams; All proceeds support youth
and collegiate ultimate
• Hat Tournaments:
o FDA hosts 2-4 one -day hat tournaments each year
• Hootie on the Hill:
o Club tournament in July/August
0 10-20 club teams from our region
• Harvest Moon:
• FDA is:
o Held around Halloween for 30 years
o Two-day tournament that brings 50-75 teams from across the country
with 1,000-1,500 participants
o Member -run and is managed by a five -person Executive Committee that
is elected each December
o In 2021, the FDA had total revenue of slightly less than $50k with
equivalent costs
o FDA has-$7,000 cash on hand and-$4,000 in Dan Gabor Memorial
Fund
7. Approval of Bond Projects
Projects were presented at the March meeting; however no official motion was recorded.
Jumper and Jack reviewed the Bond Projects.
Jumper reviewed the bond projects with the board.
PRAB Motion: Brink moved to approve the Bond Projects. Kincaid seconded the
motion. Motion passed 9-0-0.
8. Approval of Annual Report
The annual report was presented at the March meeting, however no official motion was
recorded.
PRAB Motion: Dockery moved to approve the Annual Report. Brink seconded the
motion. Motion passed 9-0-0.
9. Strategic Master Plan & Construction Update: Ted Jack, Planning Superintendent
Jack discussed the following:
• Kessler Slope Restoration Project almost complete, with Saddle Up crossing over the
slope repair.
• Kessler Ballfields are moving along and artificial turf is being installed.
• Centennial Park work continues as the Trail Blazers work on tunnel structures. Parks
will take over maintenance in May.
• Fayetteville Traverse work on aligning around Cato Springs continues.
• The Ramble and Fay Jones Woods work is coming along.
• Wilson Park's promenade and bridge going out to bid. Ben Buonaiuto working on rock
fish sculptures.
• Combs Park planning continues and staff wants to make this an easy area to maintain.
• Underwood Park staff working on getting consultant selected for the Master Plan.
• Staff continues to work on the Strategic Master Plan, looking at June for draft
information to come together.
Humphry discussed the following:
• New synthetic turf and improvements at White River Park, funded by FYB, with work
being done by the maintenance department.
• Replacing ballfield lamps at Lake Fayetteville, White River and Gary Hampton.
• Square lighting project on the square, is continuing.
• Staff replaced two steps and sidewalks on the west side of the square.
10. Review of HMR Report: Ted Jack, Planning Superintendent
Jack said in February, hit the same as we did in 2020. YTD up 18.3% and 1.5% above
2020.
Sheely has requested to have Kristina Jones, Volunteer Coordinator, come and speak at
an upcoming meeting.
11. Active Transportation Advisory Committee Update: Yarri Davis
Davis discussed the following:
• Mission, Greenway Corridor, construction to begin in April.
• Trail over Lake Fayetteville Dam is open.
• Ramble is closed, hoping to reopen in early May.
12. Botanical Garden Society of the Ozarks Update: Joel Freund
Freund discussed the following:
• No updates to share.
