Call to Order — Dockery called the meeting to order at 5:45 pm. 2. Roll Call: Dockery, Brink, Freund, Kincaid, Sheely, Davis, Walsh 3. Approval of February 7, 2022 Meeting Minutes PRAB Motion: Freund moved to approve February's minutes, with the addition of FYB Scholarship information. Brink seconded the motion. Motion passed 7-0-0. 6. Park and Trail Safety — Captain Brown, Fayetteville Police Department Davis asked about the safety issues at Walker Park and what is being done to address this issue in South Fayetteville. Brown discussed the following: There are currently two initiatives between the Police Department, the city, the University PD, and private property owners. One is how to handle and clean up camps, and two teach community not to set up camps. From the PD's perspective, it is treated as a complaint driven process. Currently, the PD is understaffed, with few applicants. Due to this, there is no one assigned to Trail Patrol at this time. In the summer, SRO's will be available for Trail Patrol. There are a few officers in training, that will be coming out soon. The Mayor and City Council are working to help secure more applicants with a $10,000 incentive. PD is taking 3,600 - 3,800 calls a month and those are calls for service, not including anything else that is self -initiated. The minimum staffing for patrol shift is 10 officers, so they are very busy. He said call the police if you see anything. The board had further discussion with Davis. 7. Bond Protect Presentation; Alison Jumper, Director Jumper discussed the following: • Reviewed the original Bond Projects from 2019, totaling $25,985,000. • Reviewed the Phase One Projects — Totaling $11,085,000 o Lewis Land Acquisition - $1,700,00 o Kessler Baseball Turf (Old Fields Only) - $1,000,000 o Centennial Park (Not counting pavilion) - $985,000 o Gulley Park Township Parking Lot Expansion - $250,000 o Kessler Baseball Complex (+ turf new fields) - $6,870,000 o Square Lights and Electrical - $85,000 o YRCC Preliminary Planning in Phase One Bond - $33,000 o Actual Allocation was $25,000 less than anticipated — (25,000) • Proposed Projects Phase Two — Totaling $10,960,000 o Lake Fayetteville — Veterans/Softball Improvements - $2,500,000 o Bryce Davis Park Improvements - $1,000,000 o Walker Park — Ballfield Area - $2,400,000 o Wilson Park — Park Improvements - $1,050,000 o Underwood Park — Development - $2,500,000 o YRCC/Buddy Hayes - $1,300,000 o Combs — Paddle Nature Park - $150,000 o Admin Costs - $60,000 • Proposed Projects Phase Three — Totaling - $4,200,000 o Gulley Park — Park Improvements - $1,300,000 o Other Existing Neighborhood Parks - $140,000 o New Neighborhood Parks Development - $150,000 o Combs — Paddle Nature Park - $2,400,000 o Nature in the City - $150,000 o Admin Costs - $60,000 Jack discussed Trail Connections: • The Combs site will have good connectivity from our trail system. It will be about 3.5- mile ride from Fay Jones Woods to the park. The bridge across the river connects many residents in the SE portion of town to our trail system. 8. End of Year Report: Alison Jumper, Director Article II, Chapter 33.018 (B) in the Fayetteville Code of Ordinances states the Parks and Recreation Advisory Board is to prepare an annual report to City Council. Park Staff has prepared the 2020 Annual Report for PRAB to review and approve. Upon PRAB's approval, the document will be forwarded to the City Council. 9. They are bigger than a normal scooter, weighing 90 lbs. • Ideas of digital signs for trails, alerting community if soft trails are open or closed. 14.
