RECOMMENDATION: Staff recommends forwarding ADM-2022-000007 to the Transportation Committee with a recommendation of approval. RECOMMENDED MOTION: "I move to forward ADM-2022-000007 to the Transportation Committee with a recommendation of approval." BACKGROUND: As far back as 2016, the City has been looking at different alternatives with the Sain Street Extension project to connect to the flyover, to improve the Millsap Road intersection, and to provide a side street connection to Millsap Road to help improve the functionality of the existing Millsap intersection with College Avenue. These concepts were presented at a Public Meeting on February 14, 2017. In 2019, the 71 B Corridor Plan was approved which also illustrated a side street connection from Sain Street to Millsap Road (see attachments). The construction of the proposed side street (N. Hemlock Avenue) is critical in providing a better connection to Millsap in order to improve the level of service at the College Avenue intersection. Sain Street Extension is presently under construction with an anticipated completion date of July 2022. Design is presently underway for improvements to the Millsap Road and College Avenue intersection as well the new N. Hemlock Avenue from Sain Street to Millsap Road. The City has received 60% design plans for these 2 projects. DISCUSSION: The Sain Street Extension project has received federal -aid funding in the amount of 80% of project costs with the City paying the local match of 20%. There is the possibility that the City could receive partial federal funding for the construction of 2 projects referenced above. To be eligible for federal funding, the candidate streets must be shown on the City's Master Street Plan as a collector or above. They must also be shown on ARDOT's (Arkansas Department of Transportation) Functional Classification Map as a collector or above. Millsap Road and Futrall Drive were shown on the City's 2030 Master Street Plan as collectors, but since then have been removed from the map. Obviously, N. Page 1 of 11 Millsap Road, Futrall Drive, Sain Street and Vantage Drive are currently shown on ARDOT's Functional Class Map as Major Collectors. In order to position the City to be eligible for Federal -aid funding, Engineering proposes the following changes to our Master Street Plan: • Add Millsap Rd west of College Ave as a Collector (Neighborhood Link) • Add Futrall Dr from Millsap Rd west to Gregg Ave as a Collector • Add the new N. Hemlock Avenue from Sain St to Millsap Rd as a Collector • Add Millsap Rd east of College to the new N. This corridor is an important east -west route for commuter traffic, that runs through existing neighborhoods. The project will include a mix of congestion relief, capacity improvements, pedestrian and bicycle facilities that will address issues for all users. On March 16, 2021, the City Council approved a contract with McClelland Consulting Engineers for the survey and conceptual design of the improvements for this corridor. City Staff received the conceptual plans for this corridor in October of 2021. Plans and a "walk-through" video explaining the project were posted on the project website at that time. A Speak Up Fayetteville page was created providing an avenue for citizens to answer questions and provide input on the concepts for the project. The results of the public input and the conceptual plans were presented to the Transportation Committee in December of 2021. Since the December meeting, Engineering staff have evaluated the public input and cost estimates to develop a priority list of the project segments. Below are the segments in order of priority: 1. North Street and College Avenue Intersection - $380,000 2. Garland Avenue to Razorback Greenway a. Garland Intersection - $850,000 b. Garland Avenue to Leverett Avenue - $1,100,000 c. Leverett Avenue to Razorback Greenway - $650,000 3. College Avenue to Mission Blvd. - $980,000 4. Gregg Avenue to College Avenue - $520,000 5. Razorback Greenway to Gregg Avenue - $480,000 Total Project Estimate - $4,960,000 The original amount allocated for this corridor in the 2019 Transportation Bond Program was $3,420,000. $233,745 has already been encumbered for the preliminary design of this project as well as the design of the North and Mission intersection project leaving $3,186,255.
