meeting shall be allowed for all members of the audience who have signed up
prior to the beginning of the agenda item they wish to address. Speakers shall
be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug
Task Force Control Board may allow a speaker additional time or may allow an

MEETING
January 26, 2022
MINUTES
A meeting of the Fourth Judicial District Drug Task Force Control Board was held on January 26, 2022. This
meeting was held through Zoom.
Those present were:

Chief Mike Reynolds recognized Chief Mike Peters and congratulated Chief Peters on his upcoming
retirement.
The meeting was called to order by Chief Mike Reynolds. Upon roll call, the above listed members were
acknowledged present. Copies of the minutes from the December 22, 2021 meeting were distributed to all
present. A motion was made by Jay Cantrell, and seconded by Chris Workman, to approve the minutes. The
motion was approved unanimously.
A copy of the financial report for the Grant FY2021-2022 was distributed to all present for review, period
ending December 31, 2021. Financial Director Willie Newman stated the total expense to date was
$259,829.00 which included State Drug Crime Fund $91,319.00, Local Drug Crime Fund $18,264.00, and Non-
Allowed- $150,246.00.
Sergeant Tyler Moore reported on the task force's activity December 1, 2021 through December 31, 2021 and
distributed a copy of statistics to all present. Moore stated that in December the task force opened 22 cases,
closed 5 cases, and made 4 arrests. Moore further noted that $3,960.00 was expended for the purchase of
evidence, $0.00 for the purchase of service, and $380.00 for the purchase of information. Moore stated that
drugs seized during the month included: Methamphetamine, Marijuana, Heroin, Cocaine, and
pharmaceuticals. Moore stated that 1 warrant was served. Also noted, 12 drug convictions for the month of
December. The task force seized 0 vehicles and a total of $2,050.00 in U.S. Currency during the month. The
locations of DTF Enforcement Action for the month were: Fayetteville 7 cases, Springdale 2 cases, Washington
County 1 case, Prairie Grove 1 case, Lincoln 5 cases, and Farmington 6 cases.
Chief Mike Reynolds took a moment to appreciate and speak on behalf of the detectives with the Drug Task
Force and the job they are doing. On January 17, 2022, members of the Drug Task Force served a warrant in
Springdale. During this warrant two suspects were arrested with approximately 7 pounds of
Methamphetamine, 66 grams of Heroin, 234 grams of Oxycodone, 2.2 pounds of cocaine, and 4 guns.
Prior to the warrant being served, the task force served a warrant in Fayetteville, where 200 grams of cocaine
was seized and a stolen handgun was recovered.
Friday of the same week, the task force arrested an individual for possession of 1.5 ounces of Heroin.
Mike Reynolds also thanked the task force for their work with the United States Attorney's Office and Project
Safe Neighborhoods. The task force has received several prosecutions for individuals that were in possession
of Cocaine, Methamphetamine, Heroin, and firearms. The US Attorney had good to say regarding the work
the detectives put in and Sergeant Tyler Moore.
Sergeant Tyler Moore thanked Chief Mike Peters for the relationship and support provided to the task force
during his time as Chief of Police.
Sergeant Tyler Moore reported on the following dispositions.
DTF-21-161 (State of Arkansas v Kenneth Morrison) was a Tontitown arrest resulting in the seizure of a
2018 Dodge Challenger on September 17, 2021. This vehicle has been converted for official use to the
Tontitown Police Department.
Notes:
On June 20, 2021, Tontitown Police Department initiated a traffic stop on Kenneth Morrison. During the
course of the traffic stop investigation, officers located methamphetamine, alprazolam pills, large sum of
currency and it was determined the vehicle was paid off as well.
A motion was made by Jay Cantrell, second by Mike Peters to approve this recommendation. This motion
was approved unanimously.
DTF-21-064 (State of Arkansas v Arnulfo Gomez) was a DTF arrest resulting in the seizure of $3,884.00 on
April 14, 2021. $776.80 went to the Arkansas State Drug Director's Office and $1,165.20 went to the
Washington County Prosecutor's Office. It was recommended that 15% of the net total of $1,942.00 go to
the Drug Task Force and the remaining balance be split based on current staffing (Springdale 50%,
Fayetteville 25%, WCSO 12.5%, Rural 12.5%).
Notes:
On April 14, 2021 detectives with the 4th JDDTF served a search warrant in West Fork and arrested Arnulfo
Gomez for multiple counts of delivery. Gomez was in possession of two pounds of heroin, packaging
material, and the currency.
A motion was made by Chris Workman, second by Jay Cantrell to approve this recommendation. This
motion was approved unanimously.
DTF-21-112 (State of Arkansas v Derrick Haynes/Tiana Ruffin) was a DTF arrest resulting in the seizure of
$1,617.00 on May 3, 2021. $323.40 went to the Arkansas State Drug Director's Office and $485.10 went to
the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $808.50 go
to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 50%,
Fayetteville 25%, WCSO 12.5%, Rural 12.5%).
Notes:
On May 3, 2021, detectives with the 4th JDDTF were conducting surveillance on Derrick Haynes. Haynes
brandished a firearm while detectives were conducting surveillance. A traffic stop was conducted on
Haynes and Ruffin and they were found to be in possession of a firearm, Xanax pills, and the currency.
A motion was made by Mike Peters, second by Chris Workman to approve this recommendation. This
motion was approved unanimously.
DTF-21-216 (State of Arkansas v Zachary Rust -Peck) was a Tontitown PD arrest resulting in the seizure of
$9,379.00 on August 25, 2021. $1,875.80 went to the Arkansas State Drug Director's Office and $2,813.70
went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of
$4,689.50 go to the Drug Task Force and the remaining balance go to the Tontitown Police Department.
Notes:
On August 25, 2021, Tontitown PD conducted a traffic stop on Zachary Rust -Peck. During the course of the
traffic stop investigation, he was found to be in possession psilocybin mushrooms, marijuana and the
currency.
A motion was made by Jay Cantrell, second by Mike Peters to approve this recommendation. This motion
was approved unanimously.
DTF-19-319 (State of Arkansas v Jacob Steffens) was a DTF arrest resulting in the seizure of $54,370.00 on
September 12, 2019. $10,874.00 went to the Arkansas State Drug Director's Office and $16,311.00 went to
the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $27,185.00
go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 50%,
Fayetteville 25%, WCSO 12.5%, Rural 12.5%).
Notes:
On September 12, 2019, detectives with the 4th JDDTF conducted a probation/parole search on Jacob
Steffens. Steffens was found to be in possession of a pound of marijuana, a firearm, the currency.
A motion was made by Chris Workman, second by Mike Peters to approve this recommendation. This
motion was approved unanimously.

Chief Mike Reynolds requested a date and time for the next meeting. The next meeting will be February 23,
2022 at 1:30 P.M. Washington County Sheriff's Office, 1155 Clydesdale Drive, Fayetteville, AR. The meeting
was adjourned.
