1. Call to Order - Dockery called the meeting to order at 5:30 pm.

PRAB Chair Nomination: Kincaid nominated Dockery. Freund seconded the motion.

6. Election of PRAB Members to Committees: New PRAB Chair
PRAB is required to have a member on the Active Transportation Advisory Committee
(ATAC) and the Botanical Gardens of the Ozark Board of Directors (BGO).
ATAC meets the second Wednesday of every month at 5:30 p.m. 2021 PRAB
representative was Nicole Claesen.

BGO meets the 3rd Tuesday of every month at 6:00 pm. 2021 PRAB representative was
Joel Freund.
PRAB Motion: Freund nominated himself. Kincaid seconded motion.
PRAB Motion: Motion passed 6-0-0. (Brink did not vote).

PRAB Motion: Brink moved to approve December's minutes. Kincaid seconded the

Improve existing Owl Creek Park and Trail Corridor
Foster discussed the following:
• What is being presented is conceptual and could change.
• Possible trail connections to Owl Creek School.
• The western section of the proposed dedication, marked in yellow and labeled as 1"
on the Conceptual Map, may not be accepted if the developer uses that land to
construct a stormwater facility.
The board further discussed the PLD.
Jorgenson said the timeline on this would be about 45 days.
PRAB Recommendation: Dockery moved to accept the land, contingent on #1 not
being a retention or detention pond, and accepting the land marked as #2. Freund
seconded the motion.
PRAB Motion: Motion passed 7-0-0 (Chambers did not vote).
9. Strategic Master Plan & Construction Update: Ted Jack, Planning Superintendent
Jack discussed the following:
• Staff is working on Strategic Master Plan, and close to meeting with the Advisory
Committee Meeting in January 26t" or 27" Staff will go over survey information with
the consultants. The next step would be public meetings on February 191". One at
Veteran's Park at 10 am and one at Centennial Park at 2 pm, tentatively. Staff is also
planning one public meeting at the library. The consultants will have a presentation for
the public at those meetings. Staff will update survey questions as needed. The draft
plan will be a few months out and finally, being accepted by City Council in October.
Jumper said this the number one priority and this plan will set the vision for the parks
department for the next 10 years.
• Kessler Baseball Fields are coming along and should be completed by July.
• Slope repair update, moving dirt from slope to trailhead for future parking lot.
Davis asked about the failure and if the original engineering firm helped with the cost
or is it all on the city?
Jack said the current project is on the city, some initial work that was paid for by
FEMA. The current design work is being done by city engineers.
Dockery said the city needs to set a good example to the public and be good stewards
of taxpayer dollars.
Jumper said the city went through all the required processes for this project.
Davis said this was an expensive mess-up and we should make sure it does not
happen again.
• The pavilion at Centennial Park is almost complete. A Pedestrian Tunnel was added
so that people can utilize the tunnel to move around the site.
10. Review of HMR Report: Ted Jack, Planning Superintendent
Jack said we are up 6.6% increase from 2019 ($224,899).
