Staff: Jumper, Farmer, Foster, Humphry, Morell, Jack 4. Approval of November 1, 2021 Meeting Minutes PRAB Motion: Freund moved to approve November's minutes, with the modifications of #3 and #5. Kincaid seconded the motion. Motion passed 8-0-0. 5. 2021 Recreation Report: Lee Farmer, Recreation Superintendent Lee said in 2021, Total Organized Program Participants was 51,566. Recreation Programmers discussed programming: Dean Rawlings (Recreation Program Manager) discussed the following: • Adult Kickball — Summer and Fall with 22 teams • Adult Volleyball — January and February with 8 teams • Youth Softball — Spring with 18 teams. Next year at Gary Hampton full time & establishing an Advisory Committee • Tennis — Spring, Summer and Fall with 13 sessions and private lessons. Ozark Tennis Academy is now under our umbrella, teaching tennis • Esports — Winter with 20 garners • Wilson Park Pool - $110,000 in revenue with Dive -In Movies, Swim Lessons, Rentals and Swim Team Mark May (Recreation Program Manager) discussed the following: • Adult Softball — Spring, Summer and Fall with 119 teams • Outdoor Fayetteville — Spring, Summer and Fall with 117 participants • Be Active Camps — June through August with 529 campers Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 • Youth (run by Lacie Ballard, Recreation Program Manager) — Spring and Fall with 777/1084 participants • Adult Soccer (run by Ballard) — Spring and Fall with 12 teams/14 teams Tiffany Hoover (Assistant Recreation Superintendent) discussed the following: • Gulley Park Concert Series (run by Ballard) — This year was the 25th year with 6 concerts and about 2,000 attendees per show • Frozen Toes 5k/15k — January with 223 runners (cap was set due to Covid-19) • Kessler Mountain Jam — August with 134 riders • Square2Square Bike Ride — Spring and Fall rides with 1665/1558 participants • Ladies DU — June with 124 participants Josh Lainfeista (YRCC Director) and Jeff Poole (YRCC Recreation Program Manger), discussed the following: • Summer Fun 4 Kids Camp June through July with 76 participants • Virtual Kids Nite/Kids Nite — Spring was virtual with 19 participants and Fall was in person with 30 participants • X-Factor (Homeschool PE) — Spring and Fall with 85 participants • Holiday Bingo — In December with 55 attendees and 45 prize baskets Farmer said Revenue was $756,820 and Expense was $622,512 for programming. 6. Trail Loop Identity Informational Item: Matt Mihalevich and Dane Eifling Eifling discussed the following: • Fayetteville Trails Identity and Wayfinding Initiative • 50 miles of shared used trails in Fayetteville, with more being added every year • Razorback Greenway is the most popular paved trail • City of Rogers has the Railyard Loop which has signage or wayfinding throughout the loop, to keep users on the right track. The City of Anchorage Alaska has similar signage. • In Fayetteville there are two large loops, the Southern Loop & Central Loop • There was a grant for the Razorback, Mission connector, that included money set aside for promotions and communications. • Archetype, a local company, was hired for this project. • Archetype Deliverables: o Logo for Fay Trails o Style guide for brand and naming future trail routes o Logos, stylized maps and names for two trail routes o Southern Loop — The existing 5-mile loop consisting of sections of Razorback Greenway, Tsa-La-Gi and Town Branch Trails. o Central Loop — The upcoming 12-mile loop consisting of sections of the Razorback Greenway, Niokaska Creek Trail, Mud Creek Trail, the Old Wire Cycle Track, Mission Blvd Sidepath and the Mission Razorback Connector. 7. Parkland Dedication Update and Review: Zach Foster, Park Planner Foster discussed the following: • PLD Funds come from residential projects and can only be used for acquisition and construction. • Funds can only be used within the quadrant they are received • Funds must be spent within 5 years of receipt • Other forms of park funding: o Bond Funds — Acquisition and Construction o HMR and Sales Tax — Maintenance, Acquisition and Construction o Grants o Donations • 2016 to Present: o 15 Dedications — 12 Complete with 35.67 acres and 4 pending with 53.9 acres • Fee in Lieu Projects Jan 21 — Present o 81 Projects — 21 complete w/ $276,979 received and 60 ongoing with $1,850,000 potential • Total PLD Funds Received from 2016 — November 2, 2021 is $3,631,280. 8. Freund seconded motion. Motion passed 8-0-0. 10. Strategic Master Plan & Construction Update: Ted Jack, Planning Superintendent Jack discussed the following: • Kessler Mountain Baseball Fields and Concession Stand - work is moving along. • Kessler slope repair is ongoing. • Some trails are closed due to the slope work. • Centennial Park Pavilion is almost complete. • Strategic Master Plan — we have received survey results from consultants and staff has given their comments. They are working on a final draft, which should be complete in three weeks. In February, there will be an advisory meeting, to refine anything before it goes out to the public. Staff is hoping to have public meetings on the weekends, possibly during Recreation Events. 11. Review of HMR Report: Ted Jack, Planning Superintendent Jack said October was a great month. We are $163,217 over 2019, an increase of 5.3%. Dockery said this meeting will be the last for Tencleve and Claesen, their term is over. 12.
