Speakers shall be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug Task Force Control Board may allow a speaker additional time or may allow an unsigned -up person to speak by unanimous consent or majority vote. This meeting was held at the Fayetteville Police Department, 100 West Rock Street, Fayetteville, Arkansas. Those present were: Brad Renfro, Captain- Fayetteville Police Department Lester Coger, Captain -Springdale Police Department Jay Cantrell, Chief Deputy- Washington County Sheriffs Office Jeff O'Brien, Captain- Prairie Grove Police Department Tyler Moore, Sergeant- 4th Judicial Drug Task Force Willie Newman, Financial Director-41h Judicial Drug Task Force Cara Murdoch, Secretary- 4th Judicial Drug Task Force Jamie Fields, Deputy Chief- Fayetteville Police Department Tim Franklin, Lieutenant- Fayetteville Police Department Matt Durrett- Washington County Prosecuting Attorney Kirk Lane, Arkansas State Drug Director Guest: Members of the public. The meeting was called to order by Captain Brad Renfro. Upon roll call, the above listed members were acknowledged present. Copies of the minutes from the October 20, 2021 meeting were distributed to all present. A motion was made by Jay Cantrell, and seconded by Lester Coger, to approve the minutes. The motion was approved unanimously. A copy of the financial report for the Grant FY2021-2022 was distributed to all present for review, period ending October 31, 2021. Financial Director Willie Newman stated the total expense to date was $159,380.00 which included State Drug Crime Fund $82,609.00, Local Drug Crime Fund $18,264.00, and Non-Allowed- $58,507.00. Sergeant Tyler Moore reported on the task force's activity October 1, 2021 through October 31, 2021 and distributed a copy of statistics to all present. Moore stated that in October the task force opened 23 cases, closed 25 cases, and made 15 arrests. Moore further noted that $2,050.00 was expended for the purchase of evidence, $0.00 for the purchase of service, and $300.00 for the purchase of information. Moore stated that drugs seized during the month included: Methamphetamine, Marijuana, Heroin, Cocaine, LSD, Psilocybin Mushrooms, Ecstasy, MDMA, and pharmaceuticals. Moore stated that 9 warrants were served. Also noted, 8 drug convictions for the month of October. The task force seized 0 vehicles and a total of $24,798.00 in U.S. Currency during the month. The locations of DTF Enforcement Action for the month were: Fayetteville 9 cases, Springdale 7 cases, Tontitown 1 case, and West Fork 6 cases. During the October meeting, Sergeant Tyler Moore reported that approximately 900 grams in cocaine was seized. Arkansas Crime Lab report shows it to be Fentanyl. Corrections have been made. Report on disposition by Sergeant Tyler Moore. DTF-21-068 (State of Arkansas v Daniel Devaney) was a DTF arrest resulting in the seizure of $2,389.00 on March 18, 2021. $477.80 went to the Arkansas State Drug Director's Office and $716.70 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $1,194.50 go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 50%, Fayetteville 25%, WCSO 12.5%, Rural 12.5%). A motion was made by Jay Cantrell, seconded by Lester Coger, to approve this recommendation. The motion was approved unanimously. Notes: On March 18, 2021 detectives with the 4th JDDTF were conducting surveillance on a local motel in Springdale. Detectives requested a traffic stop on a vehicle leaving and stopped Daniel Devaney. Devaney was in possession of over two ounces of methampheta mine, marijuana, and the currency. DTF-21-096 (State of Arkansas v Rory Pines) was a Fayetteville PD arrest resulting in the seizure of $1,287.00 on April 15, 2021. $257.40 went to the Arkansas State Drug Director's Office and $386.10 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $643.50 go to the Drug Task Force and the remaining balance go to the Fayetteville Police Department. A motion was made by Lester Coger, seconded by Jay Cantrell, to approve this recommendation. The motion was approved unanimously. Notes: On April 15, 2021, Fayetteville PD responded to a suspicious activity call where they made contact with Rory Pines. During the course of the FPD investigation, officers found Pines was in possession of methamphetamine, suboxone, marijuana and the currency. DTF-21-161 (State of Arkansas v Kenneth Morrison) was a Tontitown PD arrest resulting in the seizure of $13,585.00 on June 20, 2021. $2,717.00 went to the Arkansas State Drug Director's Office and $4075.70 went to the Washington County Prosecutor's Office. It is recommended that 15% of the net total of $6,792.30 go to the Drug Task Force and the remaining balance go to the Tontitown Police Department. A motion was made by Jay Cantrell, seconded by Lester Coger, to approve this recommendation. The motion was approved unanimously. Notes: On June 20, 2021, Tontitown PD conducted a traffic stop on Kenneth Morrison. During the course of the traffic stop investigation, he was found to be in possession of approximately two ounces of methamphetamine, alprazolam pills, and the currency. DTF-21-125 (State of Arkansas v Pedro Cantu) was a Springdale PD arrest resulting in the seizure of $2,040.00 on May 23, 2021. $408.00 went to the Arkansas State Drug Director's Office and $612.00 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $1,020.00 go to the Drug Task Force and the remaining balance go to the Springdale Police Department. 5 A motion was made by Jay Cantrell, seconded by Lester Coger, to approve this recommendation. The motion was approved unanimously. Notes: On May 23, 2021, Springdale PD located two subjects wanted for aggravated robbery. During the course of the investigation, one of the subjects, Pedro Cantu, was found to be in possession of methamphetamine and the currency. DTF-21-127 (State of Arkansas v Justo Delaluz) was a Washington County SO arrest resulting in the seizure of $1,180.00 on May 25, 2021. $236.00 went to the Arkansas State Drug Director's Office and $354.00 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $590.00 go to the Drug Task Force and the remaining balance go the Washington County Sheriff's Office. A motion was made by Lester Coger, seconded by Jeff O'Brien, to approve this recommendation. The motion was approved unanimously. Notes: On May 25, 2021, Washington County Sherriff's Deputies conducted a traffic stop on Justo Delaluz. During the course of the traffic stop investigation, Delaluz was found to be in possession of a large quantity of THC vape cartridges, marijuana and the currency. DTF-21-222 (State of Arkansas v Steven Tate) was a Washington County SO arrest resulting in the seizure of $3,128.00 on May 15, 2021. $625.60 went to the Arkansas State Drug Director's Office and $938.40 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $1,564.00 go to the Drug Task Force and the remaining balance go the Washington County Sheriff's Office. A motion was made by Lester Coger, seconded by Jeff O'Brien, to approve this recommendation. The motion was approved unanimously. Notes: On May 15, 2021, Washington County Sherriff's Deputies conducted a traffic stop on Steven Tate. During the course of the traffic stop investigation, Tate was found to be in possession of a methamphetamine, marijuana, and the currency. DTF-21-191 (State of Arkansas v Omar Sanchez -Torres) was a Springdale PD arrest resulting in the seizure of $888.00 on July 22, 2021. $177.60 went to the Arkansas State Drug Director's Office and $266.40 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $444.00 go to the Drug Task Force and the remaining balance go to the Springdale Police Department. A motion was made by Jay Cantrell, seconded by Jeff O'Brien, to approve this recommendation. The motion was approved unanimously. Notes: On July 22, 2021, Springdale Police Department made contact with Omar Sanchez -Torres. During the course of the investigation, Sanchez -Torres was found to be in possession of marijuana, a firearm and the currency. Other Business • No other business brought before the board. 6 Public Comments Sarah Moore • Interested in having a conversation regarding the planning and the setting of goals for the task force. • Would like to see more preventative actions taken through grants and other resources.
