Approval of September 8 and October 4, 2021 Meeting Minutes PRAB Motion: Freund moved to approve the last two meeting minutes. Freund seconded the motion. Motion passed 7-0-0. 4. 2022 Budget Presentation Farmer discussed the following: • Capital Fund Project Expenses — o Parks Development Capital: $1,100,000 o Sales Tax Capital: $201,000 o Total Capital Expenses = $1,301,000 Expenses Summary 0 2022 Operations Expenses: $6,090,491 0 2022 Capital Fund Project Expenses: $1,301,000 o Total Parks and Recreation Expenses = $7,391,491 • 2022 Operational Budget Chart o Maintenance 4% ($217,206) o Services and Charges 27% ($1,673,730) o Materials and Supplies 7% ($450,336) o Personnel Services 62% ($3,749,219) Humphry discussed the following: • Budget Request — General Fund 5260 = $118,586 • Budget Request — Parks Development Fund 2250 (Contract Services — mowing of small parks) _ $90,000 • Personnel Requests — General Fund 5260 o MW3 and MW4 to assist with maintaining Soft Surface Trails (2 FTE) o Additional Equipment: Mini Trail Sweeper • Personnel Requests — Parks Development Fund 2250 Mailing Address: 113 W. Parks and Recreation/Public Works Restructure Humphry discussed the following: • In January, the city restructured and created a Public Works Department, making Chris Brown the director. There are two divisions, Operations and Engineering. Terry Gulley Assistant Director of Operations and position over Engineering and Design has not been filled yet. Operations included: Transportation, Airport, Fleet and Traffic. And as of June, Parks Maintenance has been moved to this department. Staff has been working on what the Parks Maintenance department will look like. He will continue to work with Jack and Farmer in the Parks department on the needs they have for maintenance. • The goal is become more proactive on maintenance needs in general. • An in-house construction crew is being created to assist with the needs of the Jack and they will also maintain the facilities. 6. Strategic Master Plan & Construction Update: Ted Jack, Planning Superintendent Jack discussed the following: • Clabber Creek Ribbon Cutting was held on October 25tn • Gregory Park Tree Planting — 20 trees and shrubs were planted on 10/27/21. • Gregory Park Halloween Event — Rotary and OORC. • Kessler Baseball Fields- Concession Stand is progressing, as well as the field and lighting. Also working on the slope failure. • Centennial Park Pavilion is getting close to being completed. 10. Review of HMR Report: Ted Jack, Planning Superintendent Jack said 3.8% increase over 2019, $103,643. 12 11.
