This meeting was held at the Washington County Sheriff's Office, 1155 Clydesdale Drive, Fayetteville, Arkansas. Those present were: Mike Reynolds, Chief- Fayetteville Police Department Mike Peters, Chief -Springdale Police Department Jay Cantrell, Chief Deputy- Washington County Sheriffs Office Chris Workman, Chief- Prairie Grove Police Department Tyler Moore, Sergeant- 41h Judicial Drug Task Force Willie Newman, Financial Director-41h Judicial Drug Task Force Cara Murdoch, Secretary- 41h Judicial Drug Task Force Jamie Fields, Deputy Chief- Fayetteville Police Department Brad Renfro, Captain- Fayetteville Police Department Tim Franklin, Lieutenant- Fayetteville Police Department Matt Durrett- Washington County Prosecuting Attorney Guest: Members of the public. The meeting was called to order by Chief Mike Reynolds. Upon roll call, the above listed members were acknowledged present. Copies of the minutes from the September 15, 2021 meeting were distributed to all present. A motion was made by Jay Cantrell, and seconded by Mike Peters, to approve the minutes. The motion was approved unanimously. A copy of the financial report for the Grant FY2021-2022 was distributed to all present for review, period ending September 30, 2021. Financial Director Willie Newman stated the total expense to date was $106,146.00 which included State Drug Crime Fund $50,163.00, Local Drug Crime Fund $12,677.00, and Non- Allowed- $43,306.00. • The Drug Crime Enforcement and Prosecution Fund grant was awarded in the amount of $91,392.00. This grant is state funded with the local match requirement being $18,264.00. • In January, another grant award is expected for approximately $140,000.00, with a similar local match requirement. Sergeant Tyler Moore reported on the task force's activity September 1, 2021 through September 30, 2021 and distributed a copy of statistics to all present. Moore stated that in September the task force opened 35 cases, closed 20 cases, and made 13 arrests. Moore further noted that $10,435.00 was expended for the purchase of evidence, $0.00 for the purchase of service, and $300.00 for the purchase of information. Moore stated that drugs seized during the month included: Methamphetamine, Marijuana, Heroin, Cocaine, Fentanyl, Psilocybin Mushrooms, Ecstasy, and pharmaceuticals. Moore stated that 2 warrants were served. Also noted, 18 drug convictions for the month of September. The task force seized 0 vehicles and a total of $9,379.00 in U.S. Currency during the month. The locations of DTF Enforcement Action for the month were: Fayetteville 14 cases, Springdale 8 cases, Tontitown 1 case, Prairie Grove 2 cases, West Fork 2 cases, Lincoln 1 case, Farmington 5 cases, and Washington County 2 cases. • With the seizure of 1,613 grams for the month, the task force is continuing to see a rise in heroin. • Fentanyl is also a concern, with the dangers it brings to the community and officers that come in contact with the substance. Report on disposition by Sergeant Tyler Moore. DTF 21-059 (State of Arkansas v Dylan Coats) was a DTF arrest resulting in the seizure of $1,160.00 on March 8th, 2021. $232.00 went to the Arkansas State Drug Director's Office and $348.00 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $580.00 go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 50%, Fayetteville 25%, WCSO 12.5%, Rural 12.5%). A motion was made by Jay Cantrell, seconded by Mike Peters, to approve this recommendation. The motion was approved unanimously. Notes: On March 81h, 2021 detectives with the 41h JDDTF received information about Dylan Coats being in possession of methamphetamine. That day, detectives located Coats at a residence in Springdale. Coats was in possession of one pound of methamphetamine, a firearm, and the currency. DTF 21-113 (State of Arkansas v Billy Smith) was a DTF investigation in the City of Springdale resulting in the seizure of $2,677.00 on May 3rd, 2021. $535.40 went to the Arkansas State Drug Director's Office and $803.10 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $1338.50 go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 50%, Fayetteville 25%, WCSO 12.5%, Rural 12.5%). A motion was made by Mike Peters, seconded by Chris Workman, to approve this recommendation. The motion was approved unanimously. Notes: Detectives were investigating a Drug Trafficking Organization in Springdale. They made contact with the target, Richard Gray, in a hotel room in Springdale. As they were in contact with Gray, his supplier, Billy Smith, arrived at the door to deliver. Detectives found Smith in possession of one quarter pound of methamphetamine and the currency. DTF 20-114 (State of Arkansas v Jeremy Rosemann) was a DTF arrest resulting in the seizure of $8,250.00 on May 15th, 2020. $1,650.00 went to the Arkansas State Drug Director's Office and $2,475.00 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $4,125.00 go to the Drug Task Force and the remaining balance be split based on current staffing (Springdale 50%, Fayetteville 25%, WCSO 12.5%, Rural 12.5%). A motion was made by Jay Cantrell, seconded by Mike Peters, to approve this recommendation. The motion was approved unanimously. Notes: Detectives made contact with Rosemann in his residence during an investigation in Fayetteville. Rosemann was in possession of meth, pills, packaging material, and the currency. DTF 21-098 (State of Arkansas v Michael Sutherland) was a DTF investigation resulting in the seizure of $10,366.00 on May 18th, 2021. $2,073.20 went to the Arkansas State Drug Director's Office and $3,109.80 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $5,183.00 go the Drug Task Force and the remaining balance be split based on current staffing. (Springdale 50%, Fayetteville 25%, WCSO 12.5%, Rural 12.5%). A motion was made by Mike Peters, seconded by Jay Cantrell, to approve this recommendation. The motion was approved unanimously. Notes: On May 18th, detectives executed simultaneous search warrants on a Drug Trafficking Organization in Fayetteville. During the search of Sutherland's home, detectives located the currency, a firearm, methamphetamine, drug ledgers, and a money counter. DTF 21-079 (State of Arkansas v Darryl Beck) was a Fayetteville PD arrest resulting in the seizure of $1,104.00 on March 30th, 2021. $220.80 went to the Arkansas State Drug Director's Office and $331.20 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $552.00 go to the Drug Task Force and the remaining balance go to the Fayetteville Police Department. A motion was made by Mike Peters, seconded by Chris Workman, to approve this recommendation. The motion was approved unanimously. Notes: On March 30th, 2021 FPD officers were dispatched to a trespassing call. During the course of the FPD investigation, officers found Beck to be in possession of over one quarter pound of methamphetamine, over one quarter pound of marijuana, baggies, a digital scale, and the currency. DTF 21-110 (State of Arkansas v Ethan Xiong) was a Springdale PD arrest resulting in the seizure of $3,606.00 on May 2"d, 2021. $721.20 went to the Arkansas State Drug Director's Office and $1,081.80 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $1,803.00 go to the Drug Task Force, and the remaining balance go to the Springdale Police Department. A motion was made by Jay Cantrell, seconded by Chris Workman, to approve this recommendation. The motion was approved unanimously. Notes: On May 2"d, SPD officers contacted Ethan Xiong in possession of over one quarter pound of marijuana packaged separately, a digital scale, and the currency. DTF responded and conducted an interview, processed the evidence, and completed the confiscation of the currency. DTF 21-070 (State of Arkansas v Daymond Evans) was Fayetteville Police arrest resulting in the seizure of $2,053.00 on March 19th, 2021. $410.60 went to the Arkansas State Drug Director's Office and $615.90 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $1,026.00 go to the Drug Task Force and the remaining balance go to the Fayetteville Police Department. A motion was made by Mike Peters, seconded by Jay Cantrell, to approve this recommendation. The motion was approved unanimously. Notes: FPD and probation/parole officers attempted to locate and arrest Evans for an absconder warrant. Officers located and arrested Evans and found him in possession of multiple baggies of methamphetamine and the currency. DTF 21-087 (State of Arkansas v Alfonso Herrera) was a DTF arrest in the City of Springdale resulting in the seizure of $3,660.00 on April 71h, 2021. $732.00 went to the Arkansas State Drug Director's Office and $1,098.00 went to the Washington County Prosecutor's Office. It was recommended that 15% of the net total of $1,830.00 go to the Drug Task Force and the remaining balance be split based on currency staffing (Springdale 50%, Fayetteville 25%, WCSO 12.5%, Rural 12.5%). A motion was made by Mike Peters, seconded by Chris Workman, to approve this recommendation. The motion was approved unanimously. Notes: On April 7th, detectives followed and contacted Herrera after conducting controlled buys. Detectives arrested Herrera and located methamphetamine, 2 firearms, the currency, and pre-recorded buy money. Other Business • No other business brought before the board. Public Comments Sarah Moore • Is there a policy with regards to information being provided to community members when an investigation is taking place within that community? • Are records kept of interactions with community members who approach a task force detective during a surveillance type operation? • Is there a policy for how a Confidential Informant is obtained? What permissions does a task force detective have to get in order to use a person that is on probation? Chief Mike Reynolds requested a date and time for the next meeting.
