PRAB Motion: Freund moved to approve July Meeting Minutes, fixing the
misspelling. Brink seconded the motion. Motion passed 6-0-0.
4. Bird Banding Project at Lake Fayetteville Environmental Study Center: Byron
Humphry, Park Maintenance Superintendent. Jennifer Mortensen, PhD Teaching
Assistant Professor Department of Biological Sciences will give overview of project.
Mortensen discussed the following:
• Capture birds in a net
• Collect data from bird and the bird is released
• Birds are banded and recaptured and additional data is calculated
• Fall Migration for Arkansas is Sept — Mid -Oct and Spring Migration is April — Mid -May
• Would like to utilize Lake Fayetteville for this project
• Would like to begin at the beginning of October
PRAB Motion: Dockery moved to approve the Bird Banding Project. Kincaid

Recreation Superintendent
Farmer introduced Josh Lainfiesta as the new YRCC Director.
Farmer discussed the following:
• YRCC's current hours of operation are Monday — Friday 10 am — 7 pm. Facility is
underutilized 6 pm — 7pm. Temporary hours of operation will be 10 am — 6 pm,
Monday — Friday.
• YRCC offers affordable services and access to a safe space
• Indoor: Gym, Computer Lab and Multi -purpose room
• Outdoor: Garden, Garden Shelter and playground
• 2019 Bond Money, with the first phase being steering committees, public surveys and
the design process
Hoover discussed the following:
YRCC Expansion Goals
1. accommodates present programming needs
2. preserve the area's history

4. provide communal spaces for all

4. Access large enough to host a trailhead and parking for at least 5 cars
Fulcher said he has been working with staff to create linear park. Going before the
Planning Commission in 10 days on rezoning and annexation.
PRAB Recommendation: Dockery moved to accept, on the contingency that it is
annexed by the city. Freund seconded the motion. Motion passed 9-0-0.

package to provide the resources needed to address the ongoing COVID-19 public
health crisis and spur a strong economic recovery.

• Parks have played an important role during the pandemic, benefitting both mental and
physical health.
