Approval of July 8, 2021 Meeting Minutes PRAB Motion: Freund moved to approve July Meeting Minutes, fixing the misspelling. Brink seconded the motion. Motion passed 6-0-0. 4. Centennial Park Special Event Only Outdoor Refreshment Area (ORA), Information Item, Devon Howland, Director Economic Vitality Howland discussed the following: Discussed Act 812. • Downtown ORA has three entitlements: 1. Sidewalk Cafes 2. Special Events 3. Outdoor Refreshment Area with boundaries • Would like to include Centennial Park, with the submission of a Special Event Permit Form. ORA has been in Fayetteville, with no citations The board further discussed ORA. PRAB Motion: Freund moved to approve ORA at Centennial Park, as presented. Brink seconded motion. Motion passed 6-0-0. 5. Parkland Dedication: Zach Foster. Strategic Master Plan & Construction Update: Zach Foster, Park Planner Foster discussed the following: • Timeline for Strategic Master Plan has been adjusted • Staff nearing completion of Benchmarking • Scientific Survey — invitations have been mailed to 6,000 citizens and Design Workshop will send staff a link to analyze the data • Public Survey and Community Outreaches are planned over the next few months • Beaver Watershed Alliance Parking Lot at Kessler Mountain continues • Baseball Field Expansion at Kessler Mountain continues • Work has begun on the pavilion at Centennial Park 7. Review of HMR Report: Lee Farmer, Recreation Superintendent Farmer said HMR has continued to improve over the summer, for June up 26.1 %. 8.
