meeting shall be allowed for all members of the audience who have signed up
prior to the beginning of the agenda item they wish to address. Speakers shall
be limited to a maximum of five (5) minutes. The Fourth Judicial District Drug

MEETING
July 21, 2021
MINUTES
A meeting of the Fourth Judicial District Drug Task Force Control Board was held on July
21, 2021. This meeting was held at the Fayetteville Police Department, 100 West Rock
Street, Fayetteville, Arkansas.

The meeting was called to order by Chief Mike Reynolds. Upon roll call, the above listed
members were acknowledged present. Copies of the minutes from the June 23, 2021
meeting were distributed to all present. A motion was made by Tim Helder, and seconded
by Mike Peters, to approve the minutes. The motion was approved unanimously.
A copy of the financial report for the Grant FY 2020-2021 was distributed to all present for
review, period ending June 30, 2021. Financial Director Willie Newman stated the total
expense to date was $475,460.00 which included Federal _J21-004-20 $85,051.00,
Federal-J21-004-18 $91,319.00, State-J21-004-20 $49,864.00, Local-J21-004-20
$18,264.00, Local-J21-004-18 $ 18,264.00, and Non -Allowed- $212,698.00.
Sergeant Tyler Moore reported on the task force's activity June 1, 2021 through June 30,
2021 and distributed a copy of statistics to all present. Moore stated that in June the task
force opened 42 cases, closed 33 cases, and made 20 arrests. Moore further noted that
$6,680.00 was expended for the purchase of evidence, $0.00 for the purchase of service,
and $900.00 for the purchase of information. Moore stated that drugs seized during the
month included: Methamphetamine, Marijuana, Heroin, Ecstasy, Cocaine, and
pharmaceuticals. Moore stated that 5 warrants were served. Also noted, 15 drug
convictions for the month of June. The task force seized 0 vehicles and a total of

$11,285.00 in U.S. Currency during the month. The locations of DTF Enforcement Action
for the month were: Fayetteville 16 cases, Springdale 12 cases, Tontitown 2 cases, Prairie
Grove 2, Lincoln 2 cases, Washington County 1 case, Farmington 5 cases, and Elkins 2
case.
Sergeant Moore spoke briefly on the drug trends the task force is seeing. There has been
an increase of 2.3% in methamphetamine, 1000% increase in heroin, and a 76% increase
in the number of guns seized.
Sergeant Tyler Moore reported on the following dispositions.
DTF 20-185 (State of Arkansas v Crystol Enos) was an FPD arrest resulting in the
seizure of $1,580.00 on August 3rd, 2020. $316.00 went to the Arkansas State Drug
Director's Office and $474.00 went to the Washington County Prosecutor's Office. It was
recommended that 15% of the net total of $790.00 go to the Drug Task Force and the
remaining balance go to the Fayetteville Police Department.
A motion was made by Tim Helder, seconded by Andrew Hudgens, to approve this
recommendation. The Motion was approved unanimously.
Notes:
On August 3rd, 2020 FPD Officers contacted Enos and found her to be in possession of
meth, pills, scales, baggies, and $1,580. DTF on call responded and conducted
interviews and completed the confiscation paperwork.
DTF 21-050 (State of Arkansas v Franklin Hinton) was a DTF investigation in the City of
Fayetteville resulting in the seizure of $877.00 on March 4th, 2021. $175.40 went to
the Arkansas State Drug Director's Office and $263.10 went to the Washington County
Prosecutor's Office. It was recommended that 15% of the net total of $438.50 go to the
Drug Task Force and the remaining balance be split based on current staffing.
A motion was made by Tim Helder, seconded by Andrew Hudgens, to approve this
recommendation. The Motion was approved unanimously.
Notes:
Detectives conducted multiple controlled buys on Hinton during the investigation. On
March 4th, detectives had Hinton traffic stopped and arrested. Hinton was in possession
of methamphetamine and $877.00. Detectives executed a search warrant on Hinton's
residence shortly after and located more meth and digital scales.
DTF 20-282 (State of Arkansas v Juan Barboza) was an SPD arrest resulting in the
seizure of $8,165.00 on December 26th, 2020. $1,633.00 went to the Arkansas State
Drug Director's Office and $2,449.50 went to the Washington County Prosecutor's
Office. It is recommended that 15% of the net total of $4,082.50 go to the Drug Task
Force and the remaining balance go to the Springdale Police Department.
A motion was made by Andrew Hudgens, seconded by Tim Helder, to approve this
recommendation. The Motion was approved unanimously.
Notes:
Barboza was stopped by an SPD officer on 12/26/20. Officers located
methamphetamine, a drug ledger, and $8,165.00. On call detective responded.
Barbosa's activities, rental car, travel, and illogical explanations led detectives to suspect
Barbosa, a CA resident, had just delivered a large amount of drugs in the area.
Detectives also received consent to search Barboza's phone which confirmed their
suspicions.
DTF 21-090 (State of Arkansas v Irwin Orellana) was a DTF investigation resulting in the
seizure of $930.00 on April 9th, 2021. $186.00 went to the Arkansas State Drug
Director's Office and $279.00 went to the Washington County Prosecutor's Office. It was
recommended that 15% of the net total of $465.00 go the Drug Task Force and the
remaining balance be split based on current staffing.
A motion was made by Tim Helder, seconded by Andrew Hudgens, to approve this
recommendation. The Motion was approved unanimously.
Notes:
In April 2021, detectives were contacted about Irwin Orellana selling pills. Detectives
conducted multiple undercover operations purchasing Xanax from Orellana. During the
last undercover operation, Orellana elected to take the money and not provide Xanax in
return. A second undercover officer conducted another operation to sell Orellana
oxycodone. During this operation Orellana was armed. When detectives attempted to
arrest Orellana, Orellana attempted to pull a pistol out of his pants on officers. Orellana
was arrested in possession of $930.00 and multiple doses of suboxone.
Other Business
Grant packet has been received, deadline to submit it to the state is August 4, 2021. This
grant is funded through the State Drug Crime Fund in the amount of $91,319.00.
Should be receiving the JAG application in November or December.
Public Comments
Scott Mashburn
• Due to some states no longer using Civil Forfeitures, is this something the Drug
Task Force would consider doing in the future?
• See's the registering for a zoom meeting as a barrier. Would like and easier format
in attending city meetings.
• Would like to see an easier way to access the Drug Task Force meeting packets.
Sarah Moore
• Had issues finding the meeting agenda packet for today's meeting.
• Asked that Zoom option still be available for citizens to attend Drug Task Force
meetings.
• Regarding forfeitures, would like to hear a brief summary of for each case. Included
in the summary, would like to know how many officers were involved and the hours
of manpower used for each of those cases.
• Is the Drug Task Force actively pursuing any new grants, especially around
education, prevention, and rehabilitation?
Would like to see the Drug Task Force talk more in regards to human trafficking
and the role drugs play.
Chief Mike Reynolds requested a date and time for the next meeting. The next meeting
will be August 18, 2021 at 1:30 P.M. Washington County Sheriff's Office, 1155 Clydesdale
Drive, Fayetteville, AR. The meeting was adjourned.
