Call to Order - Dockery called the meeting to order at 5:30 pm. 2. Roll Call — Tencleve, Dockery, Kincaid, Claesen, Freund, Chambers, Sheely, Brink Absent — Hopper Staff: Edmonston, Humphry, Farmer, Jack, Foster, Morell Absent - Morell 3. Approval of June 7, 2021 Meeting Minutes PRAB Motion: Freund moved to approve May Meeting Minutes. Kincaid seconded the motion. Motion passed 7-0-0. 4. Lake Fayetteville Water Quality Study: Alan Pugh, Staff Engineer Alan Pugh from City Engineers will provide information on the Lake Fayetteville Water Study that is being proposed to City Council. This is an informational item for PRAB. Pugh discussed the following: • Local firm Olsson Engineering was chosen • Stakeholder involvement is important • Studies in Gap Analysis have been done • Additional data and water sampling will need to be taken • Surveys of the lake The board further discussed the issues at Lake Fayetteville. 5. American Heritage Girls Stars and Stripes Project: Byron Humphry, Parks Maintenance Superintendent Essie Le Tour from Troop 1815, project to install three pairs of Hammock Poles in Wilson Park Woodland Garden. See attached Presentation Le Tour discussed the following: • Install 6 10-foot poles for hammocking, with rain caps • Most supplies will be donated, will fund raise for the remaining supplies • Two signs will be installed with Hammocking Rules • Planning to get the project completed in one weekend Mailing Address: 113 W. Naming of Greg Street Natural Area as Tanglewood Park: Connie Edmonton, Parks and Recreation Director The City Sustainability Department is requesting to name the Greg Street Natural Area as Tanglewood Park which is part of the Cultural Arts Corridor that has recently been named The Ramble. See Attachments. Edmonston discussed the following: Name was chosen by a Citizen's Committee PRAB Motion: Tencleve moved to approve the name. Brink seconded the motion. Motion passed 8-0-0. 7. UPDATE Parkland Dedication: Ted Jack. Plannina Superintendent Modification to Previous PRAB Recommendation Development Name: Markham Hill Development (Phase 1) Consultant: Ecological Design Group (EDG) Owner: Specialized Real Estate Group Location: Markham Hill Road and Sang Ave Park Quadrant SW Units: 19 single-family lots Total Acres: 11.9 acres Land Dedication Requirement: 0.43 acres Money in Lieu Requirement: $20,691 Existing Parks: Hotz Park, Centennial Park, Tsa La Gi Trail, Shiloh Trail, Oak Ridge Trail, Town Branch Trail Developer's Request: Land Dedication Staff Recommendation: Land Dedication Developer's Revised Request: Fee -in -Lieu Staff's Revised Recommendation: Fee -in -Lieu History and Justification Update: Ted Jack Jack discussed the following: • Original request was a strip of land for a trail • Developer needs to move forward and changed to fee -in -lie Seth Mims with Specialized Real Estate Group discussed the following: • Committed to trails, at this point, will be fee -in -lieu • Trails will be part of this development in the future The board further discussed the project at Markham Hill. PRAB Motion: Brink moved to approve the fee -in -lieu. Tencleve seconded the motion. Motion passed 7-1-0. 8. Strategic Master Plan & Construction Update: Ted Jack, Planning Superintendent Jack discussed: • Random survey will go out, in the mail, or they will receive the survey in the mail • Staff will begin attending events to help gather public feedback • As soon as staff has enough information gathered, we will have another advisory meeting • Lake Fayetteville Dock Replacement • Kessler Mountain Parking Lot is coming along with the help of Beaver Watershed Alliance • Kessler Baseball Fields are moving along, despite all the recent rain • Kessler woodwork sign is complete • Kessler Slope, staff working on ideas on ways to fix this issue • Walker Park Skate Lights are installed, and a Ribbon Cutting was held in July • Saddle Up Work, staff is still working on ways to fix the wet areas on the trail • Restroom and pavilion work continue at Centennial Park • Tree plantings on Cato Spring Trail, the trees are doing well, in the fall the contractor will replace any dead trees • Gulley Parking Lot, is coming close to being finished 9. Review of HMR Report: Connie Edmonston, Parks & Recreation Director Edmonston said the numbers are looking better, up $16,422 dollars from same time in 2019. 10.
