American Heritage Girls Stars and Stripes Project: Byron Humphry, Parks Maintenance Superintendent Essie Le Tour from Troop 1815, project to install three pairs of Hammock Poles in Wilson Park Woodland Garden. Approval of May 3, 2021 Meeting Minutes PRAB Motion: Brink moved to approve May Meeting Minutes. Freund seconded the motion. Motion passed 7-0-0. 4. Parkland Dedication: Ted Jack. This area is anticipated to be developed with a high residential density and is not near any existing parks. Efforts to identify and acquire a park location are needed in the future. Jack discussed the following: • Gave some background on the PLD o Potentially densely developed with residential properties o Great place for a small park Foster discussed the following: • Phase 1 of the development • Housing will wrap around a parking garage Jorgenson discussed the following: • Developers have been working on this for a long time. • A lot of opportunities for different amenities. • Urban, compact multi -use development with several different districts. The board further discussed the PLD. PRAB Recommendation: Freund moved to accept fee -in -lieu. Dockery seconded the motion. Motion passed 7-0-0. Farmer discussed the following regarding Youth Softball: • In 2019, Youth Softball was moved to Lake Fayetteville, to maximize the field space. Adult Softball had a higher demand and would better utilize Gary Hampton. • Surveys sent out at the end of 2019 with no concerns. • It has been a rainy season and fields with synthetic turf were able to play, where as Lake Fayetteville had games cancelled. • Met with parents, and have moved Youth Softball back to Gary Hampton, to finish the season and will continue to play at Gary Hampton in the future. The board further discussed Youth Softball in Fayetteville. Edmonston reminded the board that in July, the meeting will be on Wednesday, July 7m She asked if the board would like to continue to meet via zoom, meet in person, or both? The board discussed the options and decided to do a hybrid, of both zoom and in person. Edmonston told the board that she is going to retire. Her last day will be July 91". She said she is so proud of the city and her staff and has enjoyed her time with the city. 5. Strategic Master Plan & Construction Update: Ted Jack, Planning Superintendent Jack discussed the following: • Draft of Scientific Survey nearly complete • Working on Benchmarking • Adjusting timeline • Good progress at Kessler, but rain has caused some delays • Walker Park Skateboard Park Lights has also been delayed due to rain. Once the ground is dry the lights will be installed. • Working on the Wilson Park Restoration • Restroom restorations are coming to an end • At Kessler, the new Saddle Up Trail is needing some work done, due to water seeping into the mountain. Staff is working receiving a grant for the work that needs to be done. • Fayetteville Square Lighting, Humphry is working on getting pricing • At Centennial Park, the pavilion will get started soon and some trail work needs to be done. 6. Gulley Park Playground Renovation Project: Ted Jack, Planning Superintendent Jack discussed the following: • Activity Hub Update — working on design and making it multi -generational • Interactive Fountain for kids • Bag Toss Area • Pavilion in the center of the space • Area for younger kids — Tots Area • Chess and ping pong area • New playground equipment • New Pavilion • Chill Area with sitting boulders 7. Review of HMR Report: Connie Edmonston, Parks & Recreation Director Edmonston said the April Report looked great, YTD up 7.1 % 8. This is a wonderful place to hammock, but not when it's harmful to the trees. Instead of prohibiting these hammockers from enjoying their local neighborhood park, I want to give them a way to enjoy themselves while also protecting the trees. While this spot appears to be a wild woodland, it is actually a well maintained space containing native plants and trees. If you are looking for a quiet place to hammock, we have provided three sets of steel hammock posts for your convenience. Please help us preserve the health of our trees and only anchor your hammock to the provided sets of metal posts. Repeated hammocking, especially on smaller trees and without proper padding to protect their bark, can damage and weaken or kill trees. Also remember to leave minimal impact to help preserve the beauty of this park. Be a kind and courteous steward by making sure that all trash and personal items are cleaned up and packed out. I Q-1/ leave no trace am blessed enough to have my own resources so I will need nothing but your approval from the city, in terms of assistance. plan to begin and complete all construction over the weekends of these dates:August 14, 21, 28. My team will begin construction on Friday afternoon and complete the project by Monday evening so that the concrete has enough time to settle before refilling the holes with dirt. Friday, we will spend the day cleaning the project location and surrounding area of the park. Saturday, we will dig the holes, pour the cement, and implant the poles into their appointed locations. Sunday, we will allow the cement to settle and dry. Monday, my team will fill in the holes and clean the surrounding area of any debris. Thank you for your time, and have a wonderful night. xR.
