MEETING
January 13, 2021
MINUTES
A meeting of the Fourth Judicial District Drug Task Force Control Board was held
on January 13, 2021. This meeting was held using Zoom due to COVID-19 and
recommendations for social distancing.

The meeting was called to order by Mike Reynolds. Upon roll call, the above listed
members were acknowledged present. Copies of the minutes from the November
18, 2020 meeting were distributed to all present. A motion was made by Chris
Workman, and seconded by Jay Cantrell, to approve the minutes. The motion was
approved unanimously.
A copy of the financial report for the Grant FY 2020-2021 was distributed to all
present for review, period ending November 30, 2020. Financial Director Willie
Newman stated the total expense to date was $164,314.00 which included Federal-
J21-004-18 $85,127.00, Local-J21-004-18 $ 18,215.00, and Non-Allowed-
$60,972.00.
A copy of the financial report for the Grant FY 2020-2021 was distributed to all
present for review, period ending December 31, 2020. Financial Director Willie
Newman stated the total expense to date was $218,482.00 which included Federal-
J21-004-18 91,319.00, Local-J21-004-18 $18,264.00, and Non-Allowed-

Sergeant Tyler Moore reported on the task force's activity November 1, 2020
through November 30, 2020 and distributed a copy of statistics to all present.
Moore stated that in November the task force opened 12 cases, closed 12 cases,
and made 7 arrests. Moore further noted that $3,420.00 was expended for the
purchase of evidence, $0.00 for the purchase of service, and $860.00 for the
purchase of information. Moore stated that drugs seized during the month
included: Methamphetamine, Cocaine, LSD, Marijuana, Psilocybin Mushrooms,
MDMA, and pharmaceuticals. Moore stated that 8 warrants were served. Also
noted, 1 drug conviction for the month of November. The task force seized 0
vehicles and a total of $2,756.00 in U.S. Currency during the month. The locations
of DTF Enforcement Action for the month were: Fayetteville 5 cases, Springdale 4
cases, Farmington 2 cases, and Johnson 1 case.
Sergeant Tyler Moore reported on the task force's activity December 1, 2020
through December 31, 2020 and distributed a copy of statistics to all present.
Moore stated that in December the task force opened 23 cases, closed 37 cases,
and made 21 arrests. Moore further noted that $2,610.00 was expended for the
purchase of evidence, $0.00 for the purchase of service, and $690.00 for the
purchase of information. Moore stated that drugs seized during the month
included: Methamphetamine, Cocaine, Marijuana, and pharmaceuticals. Moore
stated that 7 warrants were served. Also noted, 2 drug convictions for the month of
December. The task force seized 0 vehicles and a total of $11,930.00 in U.S.
Currency during the month. The locations of DTF Enforcement Action for the
month were: Fayetteville 8 cases, Springdale 13 cases, Prairie Grove 1 case, and
Elkins 1 case.
Sergeant Tyler Moore reported on the following dispositions:
DTF 18-373 (State of Arkansas v Giancarlos Diaz) was a DTF investigation in the
City of Fayetteville resulting in the seizure of $12,573.00 on October 11th, 2018.
$2,573.00 went to Diaz' attorney, $2,000.00 went to the Arkansas State Drug
Director's Office, and $3,000.00 went to the Washington County Prosecutor's
Office. It is recommended that 15% of the net total of $5,000.00 go to the Drug
Task Force and the remaining balance be split based on current staffing.
A motion was made by Jay Cantrell, seconded by Chris Workman, to approve this
recommendation. The motion was approved unanimously.
Notes:
Detectives conducted multiple controlled buy operations on Diaz and developed
probable cause for a search warrant at his residence. Detective's executed the
search warrant and located multiple pounds of marijuana, pills, a pistol, and the
currency.
DTF 20-024 (State of Arkansas v Randy Vaughan) was a Springdale Patrol arrest
in the City of Springdale resulting in the seizure of $5,599.00 on January 18th,
2020. $1,119.80 went to the Arkansas State Drug Director's Office and
$1,679.70 went to the Washington County Prosecutor's Office. It was
recommended that 15% of the net total of $2,799.50 go to the Drug Task Force
and the remaining balance go to the Springdale Police Department.
A motion was made by Chris Workman, seconded by Jay Cantrell, to approve this
recommendation. The motion was approved unanimously.
Notes:
On 1 / 18/ 20, Springdale patrol arrested Randy Vaughan after a traffic accident
and recovered approximately 18g of methamphetamine in his possession. DTF
responded to assist and discovered numerous text messages on Vaughan's phone
indicating he was selling methamphetamine. Vaughan was also in possession of
$5,599.00, which was seized.
DTF 20-105 (State of Arkansas v Lillian Chu) was a Springdale CID investigation
in the City of Springdale resulting in the seizure of $786.00 on April 30th, 2020.
$157.20 went to the Arkansas State Drug Director's Office and $235.80 went to
the Washington County Prosecutor's Office. It was recommended that 15% of the
net total of $393.00 go to the Drug Task Force and the remaining balance go to
the Springdale Police Department.
A motion was made by Chris Workman, seconded by Jay Cantrell, to approve this
recommendation. The motion was approved unanimously.
Notes:
On 4/30/20, Springdale CID executed a search warrant at 1788 Amethyst in
Springdale. During the search, detectives located 2 firearms, cocaine, pills,
marijuana, and $786.00 cash. DTF detectives responded and processed the drug
evidence, conducted an interview of Chu, and completed the confiscation
paperwork.
DTF 20-106 (State of Arkansas v Christopher Chacon) was a Springdale CID
investigation in the City of Springdale resulting in the seizure of $1,031.00 on
April 30th, 2020. $206.20 went to the Arkansas State Drug Director's Office and
$309.30 went to the Washington County Prosecutor's Office. It was
recommended that 15% of the net total of $515.50 go to the Drug Task Force and
the remaining balance go to the Springdale Police Department.
A motion was made by Jay Cantrell, seconded by Chris Workman, to approve this
recommendation. The motion was approved unanimously.
Notes:
On 4/30/20, Springdale CID executed a search warrant at 1788 Amethyst in
Springdale. During the search, detectives located 2 firearms, cocaine, pills,
marijuana, and $1,031.00 cash. DTF detectives responded and processed the
drug evidence, conducted an interview of Chacon, and completed the confiscation
paperwork.
DTF 20-111 (State of Arkansas v Barry Adams) was a Fayetteville Police
Department arrest resulting in the seizure of $816.00 on May 10th, 2020.
$163.20 went to the Arkansas State Drug Director's Office and $244.80 went to
the Washington County Prosecutor's Office. It was recommended that 15% of the
net total of $408.00 go to the Drug Task Force and the remaining balance go to
the Fayetteville Police Department.
A motion was made by Chris Workman, seconded by Jay Cantrell, to approve this
recommendation. The motion was approved unanimously.
Notes:
On 5/ 10/20, FPD Officer Harlan Arrested Barry Adams in possession of
methamphetamine, Xanax, and the currency. The on call DTF detective
responded and seized the evidence, currency, and completed the confiscation
paperwork.
DTF 20-119 (State of Arkansas v Megan Smith) was a DTF investigation in the
City of Springdale resulting in the seizure of $3,826.00 on May 26th, 2020.
$765.20 went to the Arkansas State Drug Director's Office and $1,147.80 went to
the Washington County Prosecutor's Office. It was recommended that 15% of the
net total of $1,913.00 go to the Drug Task Force and the remaining balance be
split based on current staffing (Springdale 50%, Fayetteville 25%, WCSO 12.5%,
Rural 12.5%) .
A motion was made by Jay Cantrell, seconded by Chris Workman, to approve this
recommendation. The motion was approved unanimously.
Notes:
On 5/26/20, detectives were conducting surveillance and observed suspicious
activity. Detectives requested an Officer from SPD to stop the vehicle. SPD also
deployed a K9 to assist. After a positive alert, 5g methamphetamine, a meth pipe,
and digital evidence of drug sales was located in Smith's possession along with
the currency.
DTF 20-132 (State of Arkansas v Miles Neil) was a DTF investigation in the City of
Springdale resulting in the seizure of $859.00 on November 26th, 2019. $171.80
went to the Arkansas State Drug Director's Office and $257.70 went to the
Washington County Prosecutor's Office. It was recommended that 15% of the net
total of $429.50 go to the Drug Task Force and the remaining balance be split
based on current staffing (Springdale 50%, Fayetteville 25%, WCSO 12.5%, Rural
12.5%).
A motion was made by Chris Workman, seconded by Jay Cantrell, to approve this
recommendation. The motion was approved unanimously.
Notes:
While investigating a local Drug Trafficking Organization, detectives identified
Mile Neil as one of its members. Detectives conducted surveillance on Neil's
residence and SPD performed a traffic stop. Detectives located approximately 37g

of methamphetamine and the currency during the traffic stop. Detectives
immediately followed up with a search warrant at Neil's residence and located a
sawed-off shotgun and additional methamphetamine.
DTF 20-142 (State of Arkansas v Joshua Jones) was a DTF investigation in the
City of Fayetteville resulting in the seizure of $1,402.00 on June 23rd, 2020.
$280.40 went to the Arkansas State Drug Director's Office and $420.60 went to
the Washington County Prosecutor's Office. It was recommended that 15% of the
net total of $701.00 go to the Drug Task Force, and the remaining balance be
split based on current staffing ((Springdale 50%, Fayetteville 25%, WCSO 12.5%,
Rural 12.5%).
A motion was made by Jay Cantrell, seconded by Chris Workman, to approve this
recommendation. The motion was approved unanimously.
Notes:
DTF developed Joshua Jones, and Oklahoma resident, as a heroin trafficker.
Detectives were able to determine his destination as he travelled from Oklahoma
to Fayetteville. Once Jones arrived detectives made contact and conducted a
search. Detectives located approximately 60g of heroin and the currency in
Jones possession.
DTF 20-165 (State of Arkansas v Dervin Foster) was a DTF investigation in the
City of Fayetteville resulting in the seizure of $11,403.00 on July 17th, 2020.
$2,280.60 went to the Arkansas State Drug Director's Office and $3,420.90 went
to the Washington County Prosecutor's Office. It was recommended that 15% of
the net total of $5,701.50 go to the Drug Task Force and the remaining balance
be split based on current staffing (Springdale 50%, Fayetteville 25%, WCSO
12.5%, Rural 12.5%).
A motion was made by Chris Workman, seconded by Jay Cantrell, to approve this
recommendation. The motion was approved unanimously.
Notes:
On 7/ 17/20, detectives with the DTF developed information about an out of state
trafficker in our area. Detectives conducted surveillance inside the hotel and
observed Foster leaving. FPD conducted a traffic stop and deployed a K9. After a
positive alert, detectives located approximately 4.5 pounds of methamphetamine,
a pistol, and $6,143.00 in Foster's possession. Detectives followed up with a
search warrant at Foster's hotel room and located an additional 1.7 pounds of
methamphetamine and $4,980.00.
DTF 20-206 (State of Arkansas v Randy Rister) was a Fayetteville Police
Department arrest resulting in the seizure of $4,330.00 on August 30th, 2020.
$866.00 went to the Arkansas State Drug Director's Office and $1,299.00 went to
the Washington County Prosecutor's Office. It was recommended that 15% of the
net total of $2,165.00 go to the Drug Task Force and the remaining balance go to
the Fayetteville Police Department.

A motion was made by Jay Cantrell, seconded by Chris Workman, to approve this
recommendation. The motion was approved unanimously.
Notes:
On 8/30/20 FPD officers arrested Rister in possession of 3 baggies of
methamphetamine and $4,330.00 currency. The drug and money were concealed
together in a pouch. DTF on call detective responded and took possession of the
evidence and currency and filled out and filed the confiscation paperwork.
Other Business
No other business was brought before the Control Board.
Public Comments
Sara Moore: Would like further conversation on not only the enforcement side,
but how we potentially can shift and look at the restorative when reporting on
these individual cases. Notice a case where some of the money was returned back
to the attorney of the defendant. Would like to know how many of these cases
ended up with a private attorney and how many had a public defender. How many
of those, confiscated money cases, are not made available for the folks to be able to
hire a private attorney and take the burden off the Public Defender's Office and
their heavy load.
When a search warrant is done and involves multiple people, how does the task
force designate who bears the responsibly of what is found?
Scott Mashburn: Do other jurisdictions post the task force meeting on their
calendar of events?
Would like the task force meetings to put on the city calendar two to three weeks in
advance.
As a concerned citizen, sounds like a lot of the actual arrest happen in hotels,
private homes, or vehicle stops. Is there anything to educate the public about how
you keep the public safe during these buys?
Beth Coger: What percentage of your budget is based off forfeitures?
On the Foster case, the forfeiture was entered October 20f, that was over three
months ago, and his criminal case is still pending. Is there a reason that you
carried it over from one year to another?
Kirk Lane: Wanted to thank the task force guys for all the efforts in listing the
amounts and the details of those seizures and the arrest of those criminal
activities. A lot of them having firearms and not to have a dangerous incident is a
plus, showing that your matrix is working perfectly.
I know you guys use good judgement and a demonstration of that is the details of

what you guys put out. A lot of the times the location of those activities is not
dictated by the drug task force or dictated by the drug dealer themselves, so
working around that and trying to keep people safe is great. So please keep doing
the great job that you are doing.
Chief Mike Reynolds requested a date and time for the next meeting. The next
meeting will be February 17, 2021 at 1:30 P.M. This meeting will take place
remotely through Zoom due to Covid-19 and the recommendation for social
distancing. The meeting was adjourned.
