PRAB is required to have a member on the Active Transportation Advisory Committee
(ATAC) and the Botanical Gardens of the Ozark Board of Directors (BGO).
ATAC meets the second Wednesday of every month at 5:30 p.m. 2020 PRAB
representative was Nicole Claesen.

1. Call to Order: Lamb called the meeting to order at 5:30 pm.

3. Approval of November 2, 2020 Minutes
PRAB Motion: Tencleve moved to approve the minutes. Freund seconded the
motion.
Motion passed 8-0-0.
4. 5-Year CIP Trail Proposal: Matt Mihalevich, Trails Coordinator
Mihalevich discussed trail projects with the board 2021 through 2026. (Please see
attachment).
• 2021
o Clabber Creek Trail is currently under construction and will be a nice
connection once it is complete
o Lake Fayetteville Trail — received a grant to widen the trail
o Rupple Road Trail — it will complete the connection
o Alberta Trail — another small connection to be completed
o Tunnel rehab, to begin in January, adding new floor to the tunnel next to
Washington Regional
o Maples Street Cycle Track — cycle track along the south side of Maple
Street
o Hamstring Trail Bridge — Early January construction should begin
o Centennial Park — paving the entrance drive through the park
o Cultural Arts Corridor — new lighting and trail improvements
• 2022
o Missions Trail — connect in with the existing trail on Mission and will connect
to Old Wire

o Mid -Town Trail — east/west connection
o Shiloh Trail — tying into other trails, making better connections
o Rolling Hills — bike path

Mihalevich also discussed projects for 2023 — 2026.
Board discussed proposals with Mihalevich.
5. Trailside Economic Develoament Plan: Mary McGetrick. Lona Ranae Plannin
McGetrick discussed the Trailside Economic Plan:
• Importance of Greenway as a Transportation Corridor for commuting and
recreation
• Increase local entrepreneurship presence and resiliency adjacent to the trail
system
• Connect and strengthen communities through increasing multi -modal, sustainable,
and equitable transportation
• Strengthen neighborhood character through preservation and enhancement
McGetrick further discussed the Trailside Economic Plan.
Lamb said he liked what the Orsega Family is doing at the old Greenhouse Grill location.
He thinks it is a good example of what he would like to see going forward. He is in full
support of this idea.
6. PLD — Thrive Township Apartments — Ted Jack, Planning Superintendent
• Developer is requesting Fee -In -Lieu and staff concurs
• Developer — ERC Holdings, Engineer — Crafton Tull
• 1.4ac site at 257 E. Township Street located in the NW quadrant
• Estimated 45 multi -family Units (45 x $952 = $42,840)
Staff Recommendation: Fee -in Lieu
PRAB Recommendation: Lamb moved to accept staff's recommendation of Fee -in
Lieu. Tencleve seconded the motion. Motion passed 8-0-0.
7. Trail and Field Rental Undated Fee Plan: Lee Farmer. Recreation Superintendent
Farmer discussed changing the field rental fees and surf -surface trail usage fees the
following:
• Field Rental Fee:
o $200 per field per day for Synthetic Turf Fields
o $20 per field per hour
o $35 per field per hours with lights
Soft -surface Trail Event Usage
o < 250 Participants: $250
0 251-500 Participants: $500
o > 500 Participants: $1,000
Soft Surface Trail/Field Rental Fee Benchmark which compared our current fees
with other Cities in our region.
o There is not a fee structure currently in place for events that take place on
soft -surface trails, besides the $150 Special Event Permit Fee
Parks, sports complexes, and trail system are free for the community to use and
the only time we would rent/reserve these fields and initiate the fee structure would
be is the community member wanted to guarantee the field space or was having an
event in our park system.
Board discussed the fee increase.
Lamb asked if groups like OORC, would be required to pay the fees, since they do a lot of
trail work.
Farmer said that the Parks Department does have Park Partners and staff has the
flexibility to volunteer to offset the fees.
PRAB Recommendation: Lamb moved to accept the fee structure. Kincaid
seconded the motion. Motion passed 8-0-0.
8. Strateaic Master Plan & Construction Update: Ted Jack. Plannina Sunerintendent
Jack discussed the following:
• Kessler Ballfields out to bid - open December 17tn
• Gulley Parking Lot - construction starting
• Centennial — Site work nearing completion and design work on restroom/pavilion
and plaza underway
• Restroom Renovation — construction starting
• Wilson Prominade and Bridges — Design work underway
• Kessler Traverse Trail — almost complete
• Square Light and Electrical — Design work underway
• Strategic Plan
o Contract was approved at last City Council Meeting
o Staff will work on orientation for the consulates before the holiday
o January PRAB staff should have good outline of timeline to review
9. HMR Report Review: Connie Edmonston, Parks & Recreation Director
Edmonston discussed the following:
• October — down 19.6% for the year
10. Recreation Report: Lee Farmer, Recreation Superintendent
Recreation team discussed the following:
• Events that took place in 2020, despite Covid-19.
• Events that didn't take place due to Covid-19.
• New and innovative ways staff was able to run camps and other programs.
11. 2020 PRAB Appreciation: Connie Edmonston, Parks & Recreation Director
Edmonston discussed the following:
• Thanked the Recreation team for all their hard work in 2020.
• Thanked board for all they do for the Parks Department.
• Lamb has termed out and Parks Department appreciates all that he has done to
help.
